AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA,
CALIFORNIA, AMENDING THE WEST COVINA MUNICIPAL CODE BY AMEND-
ING CHAPTER 26, ARTICLE VIII, DIVISION 1 AND 2, SECTIONS
26-391 AND 26-402(a) AND ADDING SECTION 26-402.5 RELATING TO
ON SITE PARKING IN SINGLE-FAMILY (R-A AND R-_l) ZONES -
(Amendment No. 16 8)
The City Council of the City of West Covina does ordain as follows:
SECTION 1: Section 26-391(j) is hereby added to the West Covina Municipal
Code and will read as follows:
(j) Parking or storing of vehicles.
1. Parking orstoring of vehicles on unpaved areas in front yards
is prohibited.
2. Parking or storing of vehicles on unpaved areas in street side
yards of corner lots is prohibited unless screened from the
street with a six-foot high masonry block wall.
3. As used in this Section, a front yard refers to all space between
the main building (also the projection of the main building to
the side property lines) and the front property line. Street
side yard refers to all space between the main building (also
the projection of the main building to the front and rear
property lines) and the street side property line of a corner lot.
SECTION 2: Section 26-402(a) of the West Covina Municipal Code is hereby
amended and will read as follows:.
(a) In R-A and R-1 zones there shall be two (2) accessible off-street
parking spaces enclosed on three (3). sides and roofed, provided for
• each dwelling unit. Garages and carports shall have a minimum clear
width of twenty (20) feet between columns or walls. Access to such
parking shall be paved, not less than twelve (12) feet in width,
nor wider than the garage or carport, except as modified in the
following Section.
SECTION 3: Section 26-402.5 is hereby added to the West Covina Municipal
Code and will read as follows:
26-402.5 maximum front yard pavement coverage.
a. "Pavement", "paving" or "paved", for the purpose of this Article,
shall be defined as a Portland cement concrete or asphalt concrete
surface for vehicular access to a garage or carport and/or for
vehicular parking storage.
b. "Driveway" shall be defined as that area providing direct access from
the street to the garage or carport.
c. The Administrative Review Board may consider:
1. A modification to the front yard pavement coverage to permit
twelve (12) feet of new paving to be added to one side of a
driveway in lieu of six -feet on either side of the driveway
providing it does not impact adjoining property.
• 2. Substitutions of paved materials for the added paved area if
found to be substantially similar to the requirements of this
Article. Said modification must be reviewed and approved or
denied by the Review Board subject to all applicable regulations
and procedures of Section 26-267, preferably prior to the issuance
of a curb cut permit.

d. As used in this Section, a front yard refers to all space between
the main building (also the projection of the main building to the
side property lines) and the front street property line. Street
side yard refers to all space between the main building (also the
projection of the main building to the front and rear property
lines) and the side street property line of a corner lot.
e. Pavement in a street side yard is prohibited except where a garage
or carport in the street side yard is oriented to the street or
six;=foot high masonry block wall screens the pavement from view
from the street. Unscreened pavement in street side yards shall
be treated as pavement in front yards.
f. Pavement in the front yard shall be limited to the width of the
garage, plus an additional six (6) feet on either or both side of
the garage or carport driveway and shall be parallel and adjacent
to said driveway. In cases or irregular shaped lots or sites
hampered by topographical features the additions shall be parallel.'

g. Circular drive portions of pavement additions shall be exempt from
the provisions of Paragraph (d). Review and approval of a circular
drive by the Review Board does not mandate approval of a curb cut
permit which may be denied by the Engineering Department in con-
sideration of Engineering Requirements.
h. This Section shall not apply to any area paved or unpaved which
conforms in width to this Section., or to any paved surface exceeding
said width, as of the effective date of the Ordinance.
.SECTI.ON 4: The City Council finds and determines that said amendment
to the Municipal Code is a minor modification to the City's Zoning
Ordinance and is, therefore, Categorically Exempt (Class 5) from the
requirements of the California Environmental Quality Act of 1970 (CEQA).
SECTION 5: The City Clerk shall certify to the passage of this Ordinance
and shall cause the same to be published as required by law.
