AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF [NEST COVINA AMENDING THE 14EST COVINA
MUNICIPAL CODE BY ADDING NEW ARTICLE IV TO.
CHAPTER 6 RELATIVE TO POLICE DEPARTMENT DOGS,
SAID ORDINANCE TO BE ADOPTED AS AN URGENCY

THE CITY COUNCIL OF THE CITY OF WEST COVINA DOES HEREBY ORDAIN AS
FOLLOWS:
SECTION 1. The West Covina Municipal Code is hereby amended by adding
new Article IV to Chapter 6 to read as follows:
ARTICLE IV POLICE DEPARTMENT DOGS
Section 6-80. Unlawful Interference With Dog.
No person shall interfere with, impede or harass, or cause or allow any
animal to interfere with, impede or harass,a dog owned by the City of.�West Covina
and used by the West Covina Police Department in any of its lawful functions while
such dog is being used for such lawful functions.
Section 6-81. Exemption of Dog From Leash Law.
Section 6-3 of this Municipal Code, -,::shall not apply to any dog owned by the
City of West Covina and used by the West Covina Police Department in any of its law-
ful functions while such dog -is being used for such lawful .functions.
• SECTION 2. This ordinance is hereby declared an urgency measure and shall
take effect immediately upon its adoption by a four -fifths vote of the City Council.
A statement of facts constituting the basis fof the urgency of this ordinance is as
follows:
1. Police dogs are needed immediately in commercial buildings which may
not now permit dogs in order to'assist police officers in seeking out
and apprehending suspects.
2. Police dogs are required immediately to assist police officers in
patrol duties.
3. And it is therefore necessary to forbid unlawful interference with
their functioning.
This ordinance is therefore necessary for the immediate preservation of the
public safety and security. .
SECTION 3. The City Clerk shall certify to the adoption of this Ordinance
and shall cause the same to be published in the manner prescribed by law.
