ORDIN ACE NO. 1488
AN ORDINANCE OF THE CITY COUNCIL OF
THE CITY OF WEST COVINA, CALIFORNIA,
AMENDING THE WEST COVINA MUNICIPAL CODE
IN ORDER TO CONFORM CERTAIN SECTIONS_ OF
THE ORIGINALLY ADOPTED ORDINANCES
WHEREAS the City Council on the 13th day of November, 1979 adopted and
enacted the West Covina Municipal Code and repealed all ordinances on or before
Ordinance Number 1426,except as provided;. and
WHEREAS upon subsequent review of the adopted Code there appeared to be
a number of errors and omissions in the Code; and .
WHEREAS these errors and omissions were to be included in the Code and had
been adopted by the City Council through the necessary and appropriate procedures
NOW THEREFORE, .,the City Council of the City of West Covina does ordain
as follows:
SECTION 1. That Sections 26-88 of the West Covina Municipal Code be
amended to read as follows:
"Sec. 26-88. Multi -faced Sign.
Multi -faced sign means or is a sign with more than two (2) faces with
each face oriented at less than one hundred eighty;;(I 80) degrees from.
the other."
• SECTION 2. That Section 26-204 (e) of the West Covina Municipal Code
be amended to read as follows:
"(e) Single-family residential development:
Refer to the City Subdivision Ordinance."
SECTION 3. That Section 26-270 of the West Covina Municipal Code be
deleted from division 4 of the West Covina Municipal Code, and that Section 26-270 be
listed under division 5, to be amended as follows:
"DIVISION 5. Environmental..rassessment guidelines and procedures.
Sec. 26-270
Environmental assessment guidelines and procedures for the evaluation of
the environmental impact of proposed public or private projects shall be
in accordance with city council resolution 5042."
SECTION 4. That division 6 be added to Chapter 26, Article VI of the West
Covina Municipal Code, to be entitled as follows:
"Division 6. Sign adjustments"
and that Sections 26-281 to 26-291 will be listed under division 6.
SECTION 5. That Section 26-301 (c) of the West Covina Municipal Code
be amended to read as follows:
"(c) It shall be unlawful to paint any portion of a building to amplify
or direct attention to a sign."
SECTION 6. That Section 26-310 of the West Covina Municipal Code be amended
to read as fo I I ows:
"Sec. 26-310. Nonconforming signs.
(a) Nonconforming signs may not be expanded, extended, rebuilt, altered or
• reconstructed in any way, except for normal maintenance or to protect public
safety. All such nonconforming signs shall be demolished, removed or made
to conform upon the altering of sign copy, size, color or the addition of any
new signage to the site or structure upon which the nonconforming sign is
located.
(b) Any nonconforming signs shall be corrected within thirty (30) days of the
issuance of a valid sign permit. Failure to make these corrections shall make
the permit null and void and any signs erected shall be removed at the per-
mittees expense according to sections 7-134, 7-136 and 7-140 of the
Municipal Code."
SECTION 7. That Section 26-322 of the West Covina Municipal Code be amended
to read as fo I I ows:
"Sec. 26-322. Front signs (advertising).
Square footage (indicated in chart below) of advertising sign (see definition)
up to the maximum (listed in chart) will be allowed on the front of the building
for every lineal foot of building frontage (see definition) of each office, store,
factory or similar enclosed area having an exterior entrance and occupying the
ground floor. No such sign need be less than the minimum (listed in chart)
regardless of the building frontage of the enclosed area.

In addition, such advertising signs may cover (listed in chart under "window")
the inside of the front plate glass windows, up to a maximum of one hundred
(100) square foot total front window sign area, but must be neatly painted or
of attachable gold or silver leaf or similar material, except in the O-P and
I-P zones where such signs shall be limited to gold or silver leaf or similar
material.

SECTION 8. That section 26-324 of the West Covina Municipal Code be amended
to read as follows:
"Sec. 26-324. Nameplate.
One name plate will be allowed at every exterior entrance to a building. Such
name plate not exceeding three (3) square feet in area, may contain the name
address, hours of operation or license number of an occupant, or occupants. No
sign permit is required for a nameplate."
SECTION 9. That. Section 26-323 of the West Covina Municipal Code be amended
to read as follows:
"Sec. 26-323. Side and rear signs (identifying).
Square footage (indicated in chart below) of identifying sign (see definition)
up to the maximum (Fisted in chart) will be allowed on the side or rear of a
• building for every lineal foot of building frontage of each office, store, or
similar enclosed area having an exterior entrance, occupying the ground
floor and space enclosed by the side or rear wall on which said signs or sign
is to be attached, when said side or rear is oriented to or faces a public
parking area or street,
•
In addition, such identifying signs may cover (listed in chart under "window")
the inside of the side or rear plate glass windows up to a maximum of one
hundred (100) square foot total side or rear window sign area, but must be
neatly painted or of attachable gold or silver leaf or similar material, except
in the O-P and I-P zones where such signs shall be limited to gold or silver
leaf or similar material.

occupying floors above the ground floor unless specifically called out in fol-
lowing sections.
SECTION 10. That Section 26-325 of the West Covina Municipal Code be amended to
read as follows:
"Sec. 26-325. Roof sign (N-C, C-C, R-C,.S-.C; C-2, C-3 and M Zones).
(a) One single or multi -faced roof sign, not to exceed one-third the height of
the building up to a maximum of forty-five (45) feet from ground level shall be
allowed. The square footage of one face of a double-faced sign shall be counted;
however, the square footage of such sign face shall in no case exceed one-half
the total al.lowable signage allowable on the front of the building and shall be
subtracted therefrom. Structural members, other than main supports, shall not
be exposed to public view.
(b) A sign permit is required as specified in section 7-134 of the Municipal Code.
• (c) No roof sign will be allowed in the O-P, I-P, P-B, O-S zones, or
the Civic Center Overlay Zone.
SECTION 11. That Section 26-332 of the West Covina Municipal Code be amended
to read as follows:
"Sec. 26-332. Building identification.
"(a) A sign containing the name and/or address of a building,
located on the building, shall be permitted.
(1) The total building identification sign area on any building shall
not exceed two (2) per cent of the vertical exterior wall area of the
building, excluding penthouse walls, facing a street or parking lot.
• (2) Building identification -signs located below the second floor shall
be considered as part of the total sign area allowed for business identi-
fication signs.
(b)A. sign Permit is required as specified in section 7-134 of the
Municipal Code. "
SECTION 12. That Section 26-338 (2) (a) of the West Covina Municipal Code be
amended to read as follows:
"(a) The sign may be designed to utilize the entire exposed face of
the construction barricade and may graphically identify the owner
and/or tenants of the project. Said sign may also indicate the
particulars of the construction project: The company, firm,
individual, or others instrumental in its creation, the architect,
engineer, contractor; and rental, .sale or lease information, provided
that such particular information does not exceed seventy-five (75)
square feet of space on the construction barricade."
SECTION 13. That Section 26-338 (4) and Section 26-338 (5) of the West Covina
Municipal Code be amended to read as follows:
"(4) The construction barricade sign shall be continuously maintained
• in the condition originally approved by the planning director. Failure
to maintain the sign in said condition shall be grounds for revocation
of the sign permit, in which case the sign shall be removed from the
barricade, or the barricade shall be replaced or repainted to the
satisfaction of the planning director.
(5) If a temporary construction barricade sign is erected and main-
tained pursuant to the provisions of this ordinance, it shall be in lieu
of the temporary construction sign permitted by Section 26-337.
(b) A sign permit is required as specified in Section 7-134 of the
Municipal Code."
SECTION 14. That Sections 26-342 (b) and 26-342 (e)of the West Covina Municipal
Code be amended to read as follows:
"(b) One detached sign, not to exceed one and one-fourth (1 1/4)
the height of the building or thirty-five (35) feet from ground I.evel,
whichever is less, and not exceeding a total of fifty (5J) square feet
per face or one hundred (100) square feet total, placed in a perma-
nently landscaped area of no less than twenty-four (24) square feet
surrounded by a concrete or comparable curb of no less than (6) inches.
• A sign permit is required as specified in Section 7-134 of the Municipal
Code.
(e) A single or double-faced illuminated sign of the type listed in
paragraph (d) shall be considered an advertisingsign and the square
footage of one face shall be deducted from the allowable signage on
the front of the service station, unless said sign is affixed to a side or
rear wall of the building, in which case the square footage of the sign
shall be deducted from the allowable signage of the wall to which it
is affixed.
A sign permit is required as specified in Section 7-134 of the Municipal
Code. "
SECTION 15. That Section 26-352 (2) of the West Covina Municipal Code be amended
to read as follows:
"(2) Identification wall:sign. Identification wall signs shall not com-
prise more than ten (10) percent of the area of the elevation upon which
the sign is located. In the instance of a multiple tenancy building, each
individual business may have a wall sign over the entrance to identify
the business. Said sign shall give ;only the name of the company and
shall be Limited to one foot in height. Additionally, one sign per
business may be affixed to the wall which faces the parking lot of the
subject building. Said sign shall give only the name of the business
and shall be limited to four (4) inch high letters.
A sign permit is required as specified in Section 7-134 of the Municipal
Code. "
SECTION 16. That Section 26-372 of the West Covina Municipal Code be amended to
read as follows:
"Section 26-372. Rental (MF-15, MF-20 and MF-45 zones).
(a) In MF-15, MF-20 and MF-45 zones, one double-faced or single -
faced unlighted ground sign, not to exceed ten (10) square feet in area
per face, pertaining to lease or rental of available dwelling units, shall
• be allowed.
(b) In lieu of the above, several such signs, the total of which sh6!1
not exceed the square footage allowed above, shall be permitted. Said
sign or signs shall not exceed six (6) feet in height.
(c) A sign permit is not required."
SECTION 17. That Section 26-391 (e) (3) of the West Covina Municipal Code be
amended to read as follows:
"(3) Rabbits, chinchillas, hamsters and other small animals raised for:
a. Food or scientific fur bearing purposes, in the R-A zone only.
b. Domestic noncommercial use in the R-A and R-1 zones.
provided not more than a total of twenty-four (24) of such animals and
birds described in paragraphs (2) and (3) may be maintained on a sif-s
(in both R-A and R-1 zones.)"
SECTION 18. That Section 26-506 (a) of the West Covina Municipal Code be amended
to read as follows:
"(a) Condominium.
• (1) Carports shal I not be permitted.
(2) There shall be two (2) parking spaces provided for each d felling
at a minimum size of ten (10) by twenty (20) feet per space. The
required parking shall be provided in a garage or garages. Loca-
tion of parking spaces shall be within sixty (60) feet of the dwelling
unit."
SECTION 19. That Sections 26-507 (b) and 26-507 (c) of the West Covina Municipal
Code be amended to read as follows:
"(b) Side. The side setback from the property line shall be governed by

SECTION 20. That Section 26-700 of the West Covina Municipal Code be amended
to read as follows:
".Sec. 26-700. Slope computation.
The average slope of a lot or parcel shall be calculated for the purposes
of this division according to the formula:

• S is the average slope in per cent.
I is the contour interval in feet.
L is the combined length of contour lines in scale feet.
A is the gross area in acres of the parcel or as applicable.
In measuring the slope, a topographic base map shall be used which
meets the requirements for tentative maps as specified in the City's
subdivision ordinance. Measurement along contours shall be made
at countour intervals not to exceed ten (10) feet."
SECTION 21. That Section 26-705 of the West Covina Municipal Code be amended
to read as follows:
"Sec. 26-705. Design standards for lots not utilizing density transfer.
The following standards will be adhered to for all proposed divisions
of land in the hillside (H) overlay zone, that are not transferring
• density in accordance with section 26-703.
(a) Minimum lot size shall be one acre (forty-three thousand five
hundred sixty (43,560) square feet). Lot dimensions, setback
standards, maximum building coverage and other zoning re-
quirements shall conform to Area District V standards.
(b) Structures, eaves or any building appurtenance overhanging
slopes shall be prohibited and shall have a clear twenty-five
(25) foot setback from location of slope unless waived by the
city building and fire departments."
SECTION 22. That Section 26-7,19 be added to the Municipal Code under Chapter 26,
Article XIII to read as follows:
"Sec.26-719. Purpose..
a) Planned Community Development
(1) Provide the developer with greater flexibility in site design,
density, and housing unit operations in order to stimulate
variety and innovation within the framework of a quality
residential environment.
•
(2) Direct new community growth and development in the
process of implementing the General Plan.
(3) Achieve more interest, individuality and character within
and among neighborhoods.
(4) Provide criteria for the inclusion of compatible uses de-
signed to service the residential developments within the
community.
(5) Encourage the most effective use of a site with a variety of
residential environments providing necessary public facilities,
ample open space and a functional, well-balanced, _;community,
b) Planned Residential Development.
(1) Encourage a more desirable living environment;
(2) Encourage a more efficient, desirable and aesthetic use of
land through utilization of modern innovations in residential
developments;
• (3) Encourage the reservation of a greater proportion of land for
u common open areas;
(4) Encourage the retention of natural slopes, waterways, and
other natural features by utilizing such areas as open space;
(5) Encourage more efficient use of those public facilities
required in connection with such residential development;
and;i
(6) Insure compatibility with established residential areas."
SECTION 23.
That Section 26-727 (La) (5) of the West Covina Municipal Code be
•
amended to read as follows:
"(5) If applicable, a subdivision map showing land divisions. The
tentative and final subdivision map shall comply with the City
Subdivision Ordinance and the state subdivision map act."
SECTION 24.
That Sections 26-376 (b), 26-377 (b), 26-378 (b), 26-368 (b), 26-371 (b),
26-373 (b), 26-374 (b),
26-353 (b), 26-354 (b), 26-355 (b), 26-343 (b), 26-341 (c),26-337 (b),
26-327-(c), 26-328 (c),
26-329 (c) and 26-326 (d), all of the West Covina Municipal Code be
amended to read as follows:
"Sign permits are required as specified in Section 7-134 of the
Municipal Code."
SECTION 25.
That Section 26-597 of the West Covina Municipal Code be amended to

"22-183.1 Vending Automobiles, Wagons or Stands.
No person shall keep, maintain or conduct, at any time, any automobile,
wagon or other vehicle or temporary stand used for the purpose of selling,
vending, or furnishing any lunch, meals, popcorn, candy, peanuts,
vegetables, fruit or any other articles of food or drink at any stationary
• place or stand within the boundaries of any street, avenue, or sidewalk
within the City, except ranchers or gardeners living in the City who are
selling their own seasonal products.`.,
SECTION 28.
The City Clerk shall certify to the adoption of this ordinance.
