AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF WEST COVINA, CALIFOR,NIA, AMENDING ARTICLE III
DIVISION 5 OF THE WEST COVINA MUNICIPAL CODE,
RELATING TO THE COMPOSITION, TERMS, DUTIES AND
POWERS OF THE RECREATION AND PARKS COMMISSION.
The City Council of the City of West Covina does ordain as follows:
SECTION,. Article III, Division 5 of the West Covina Municipal Code is
amended as follows:
Section 2-116 Created; composition
A Recreation and Park Commission for the City is hereby created. The Recreation
and Park Commission shall consist of five members, residents of the City of West Covina, appointed
by the City Council.
Section 2-117 Terms of office and removal
The members of the Recreation and Park Commission shall be appointed by resolution
by the City Council for staggered three-year terms ending on June 30. Each member shall hold
office after the expiration of his term until his successor is -appointed and qualified. All members
shall serve at the pleasure of the City Council. By resolution, the City Council may remove a
member of the commission from office at any time during the term for which he was appointed.

Section 2-118 Vacancies
.Vacancies in She Recreation and Park Commission occurring otherwise than by ex-
piration of the term shall be filled for the unexpired term of the commissioner leaving the Recreation
and Park Commission, in the manner set forth in this division.
Section 2-119 Council Liaison
The Mayor, with the consent of the City Council, shall designate one member of the
City Council to serve as liaison between the City Council and the Recreation and Park Commission.
The member of the City Council designated as liaison to the commission may participate in the
deliberations of the commission, but shall not be a member of the commission nor be entitled to
vote on any matter coming before the commission. The liaison will 'provide assistance in the com-
munication linkage between the Council and the commission; and will assist the commission in
understanding councilmanic policies.
Section 2-120 Organization
The Recreation and Park Commission, at its first regular meeting each July, shall
elect a chairperson and a vice chairperson from among its members, both of whom shall serve one-
year terms. The commission may also elect a secretary for the commission; and the person elected
secretary, does not need to be a member of the commission. The commission shall have the power
to adopt rules for the transaction of business and shall keep a record of resolutions, findings and
determinations.
. Section 2-121 Meetings
The Recreation and Park Commission shall hold regular meetings at least once a month;
and shall determine, by resolution, the manner in which such meetings shall be organized and con-
ducted; and the day(s) of the month on which the meetings will be held. The time and place of said
meetings shall be as provided for by resolution adopted by the City Council. A majority of the
members of the commission shall constitute a quorum for the transaction of business. All meetings,
including special meetings, shall be held in the manner provided for in the Ralph M. Brown Act,
sections 54950 through 54961 of the California Government Code.
Section 2-122 Compensation
Each member of the Recreation and Park. Commission shall be paid for his services
as such member a monthly compensation of twenty dollars for each month, or part thereof, served.
Section 2-123 Duties and powers
. It shall be the duty of the commission created by this division to:
(a) To act in an advisory capacity to the City Council in all matters pertaining to
public recreation in the City and to aid the Recreation Director in making plans for, and the actual
conduct of, recreational activities within the City.
(b) To interpret the community recreational program to public officials and to the
general citizenship in terms of need and results and toward the end that the recreational program
receives adequate moral and financial support from public and private sources.
(c) To aid and advise the City Council in the selection of properly qualified per-
sonnel for the conduct of the recreation program.
(d) To establish general policies to carry out the purposes for which the recreation
department is established.
(e) To consider and pass judgment upon the recommendations coming from any
source outside the recreation department, especially if such suggestions involve matters of general
policy.
(f) To report fully, through the City Council, to the public all of the activities of
the recreation department at least once each year, and at such other times as may be requested by
the City Council.
(g) To make such investigations or surveys in the general field of recreation, or
conduct of recreation in the City as may be requested by the City Council, or as may be deemed
advisable by the Recreation and Park Commission and to fully report its findings and recommendations
to the City Council.
(h) To plan for the acquisition and development of park and recreation facilities in
the community.

SECTION 2. The City Clerk shall certify to the passage of this ordinance and shall
cause the same to be published as required by law.
