AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF WEST COVINA, CALIFORNIA, AMENDING ARTICLE III,
DIVISION 2 OF THE WEST COVINA MUNICIPAL CODE,
RELATING TO THE COMPOSITION, TERMS, DUTIES AND
POWERS OF THE HUMAN RESOURCES COMMISSION.
The City Council of the City of West Covina does ordain as follows:
SECTION 1. Article III, Division 2 of the West Covina Municipal Code is
amended to read:
Section 2-74 Created; composition
A Human Resources Commission for the City is hereby created. The Human
Resources Commission shall consist of seven members, residents of the City of West Covina,
appointed by the City Council.
Section 2-75 Terms of office and removal
The members of the Human Resources Commission shall be appointed by resolution
of the City Council for staggered two-year terms ending .on June 30. Each member shall hold
office after the expiration of his term until his successor is appointed and qualified. All members
shall serve at the pleasure of the City Council. By resolution, the. City Council may remove a
member of the commission from office at any time durind the term for which he was appointed.
Section 2-76 Vacancies
Vacancies in the Human Resources Commission 'occurring otherwise than by ex-
piration of.the term shall be filled for the unexpired term of the commissioner leaving the Human
Resources Commission, in the manner set forth -in ,this division.
Section 2-77 Liaison
The Mayor, with the consent of the City Council, shall designate one member of
the City Council to serve as liaison between the City Council and the Human Resources Commission.
The member of the City Council designated as liaison to the commission may participate in the
deliberations of the commission but shall not be a member of the commission, nor be entitled to
vote on any matter coming before the commission.
Section 2-78 1Organization
The Human Resources Commission, at its first regular meeting each July, shall elect
a chairperson and a vice -chairperson from among its members, both of whom shall serve one-year
terms. The commission may also elect a secretary for the commission; and the person elected
secretary does not need to be a member of the 'commission. The commission shall have the power
to adopt rules for the transaction of business and shall keep a record of resolutios,•`findings and
determinations.
Section 2-79 Meetings
The Human Resources Commission shall hold regular meetings at least once a month;
and shall determine, by resolution, the manner in which such meetings shall be organized and .
conducted; and the day(s) of the month on which the meetings will be held. The time and place
of said meetings shall be as provided for by resolution adopted by the City Council. A majority
of the members of the commission shall constitute a quorum for the transaction of business. All
meetings, including special meetings, shall be held in the manner provided for in the Ralph M.
Brown Act, sections 54950 through 54961 of the California Government Code.
Section 2-80 Compensation
Each member of the Human Resources Commission shall be paid for his services as
such member a monthly compensation of twenty dollars for each month, or part thereof, served.
Section 2-81 Duties and powers
• It shall be the duty of the commission created by this division to:
(a) Act in an advisory capacity to the city council on matters pertaining to human
relations, rights, services and resources, housing and community development, and any other matters
assigned to the commission by the city council.
(b) Investigate or cause to be investigated, and make recommendations to the city
council for ameliorating physical, social and economic conditions adversely impacting upon the
lives of residents of the city.
(c) Review and recommend to the city council appropriate programs and efforts
directed toward improving communication and relationships between residents, agencies, insti-
tutions and the business sector.
(d) Encourage activities necessary to increase resident awareness of existing pro-
grams and services and define human service needs and recommend to the city council appropriate
steps to mitigate adverse conditions.
(e) Seek the involvement of residents, agencies, institutions and the business com-
munity to foster mutual regard and understanding among all races, socioeconomic and ethnic groups
in the community, and work toward constructive resolutions of tensions whenever they occur.
• (f) Review matters pertaining to the preparation and implementation of the city's
housing and community development program, including efforts to maximize citizen participation.
(g) Prepare and recommend to the city council the adoption of the human resources
element of the city's general plan. The commission shall be responsible for the implementation of
the human resources element of the general plan and may from time to time recommend to the city
council changes therein.
(h) With the concurrence of the city council, appoint citizen task forces to investi-
gate and report upon specific issues or areas of concern.
(i) Review formal complaints of unlawful discrimination and prejudice in the com-
munity and offer services of conciliation in connection therewith. (Code 1960, Section 2343;

cause the same to be published as required by law.
