ORDINANCE NO. 1458
AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF WEST COVINA, CALIFORNIA, AMENDING
THE WEST COVINA MUNICIPAL CODE BY ADDING
SECTION 10101.183 TO PART I, AMENDING
SECTION 11001 OF PART X, AND ADDING SECTION
11106 TO PART XI, CHAPTER I, OF ARTICLE X,
RELATING TO STORAGE LOTS AND MINI WAREHOUSES
IN THE S-C, I-P AND M-1 ZONES. (Amendment 154)
The City Council of the City of West Covina does
ordain as follows:
SECTION 1. The West Covina Municipal Code is hereby
amended by the addition thereto of anew Section 10101.183 to
Article X, Chapter 1, Part I thereof to read as follows:
"10101.183 STORAGE LOTS - Site devoted to the
commercial outdoor or indoor storage (mini ware-
houses) of goods, and vehicles."
SECTION 2. Section 11001 of the West Covina Municipal
Code is hereby amended to add Storage Lots and Mini Warehouses to
read as follows:

SECTION 3. The West Covina Municipal Code is hereby
amended by the addition thereto of a new Section 11106 to Article X,
Chapter 1, Part XI thereof to read as follows:
"11106 STORAGE LOTS AND MINI WAREHOUSES
11106.01 PURPOSE
The purpose of this section is to serve the
need for storage of goods and vehicles while
guaranteeing protection to surrounding prop-
erties and their values through consideration
of .physical treatment, aesthetics and compat-
ibility with the surrounding properties.
11106.02 REGULATIONS
The regulations contained in this Part, in
• addition to any conditions imposed by an Un-
classified Use Permit shall govern the land,
buildings, yard restrictions, signs, land-
scaping, and other improvements required for
storage lots or mini warehouses.
11106.03 DEVELOPMENT STANDARDS
a) Storage lots or mini warehouses may be
established only in the following zones:
i . Service Commercial (S-C)
• ii. Planned Industrial (I-P)
iii. Industrial (M-1)
b) An unclassified use permit shall be ob-
tained prior to establishing a storage
lot or mini warehouse (as specified in
Section 10503). The application for
such permit shall include'a precise
plan (as specified in Section 10502).
c). The development standards of the zone
in which this use is to be located shall
apply (as specified in Section 10904)
unless this section specifically permits
or prohibits otherwise.
d) Specific development requirements which
may be modified at the time of public
hearing.
i. An 8-foot sound attenuation wall
shall be provided on the side and
rear property lines.
ii. The required front setback or the
• percentage of landscaping required
by the zone, whichever is greater,
shall be landscaped and located in
front of an 8-foot high concrete
block wall.
iii. Parking or -storage in the front
setback area is prohibited.
iv. No storage shall be allowed in
the side or rear setback areas
other than storage bins -;,separated_-.
by 1-hour fire.walls and limited
to a maximum of 8-feet in height.
a If bins are not constructed in
these required setbacks, an 8-foot
high chain link fence shall be
required on the setback lines to
prohibit storage in the setback
area.
V. The interior of lot shall be
screened from direct view of any
adjacent street.
vi. A resident caretaker housed in a
• permanent residence on site may
be considered.
vii. No repair or other activity shall
be permitted on the site.
viii.Hours of operation shall be between
8:00 AM and 9:00 PM.

ix. Maximum height limit of 18 feet
adjacent to residentially zoned
or used property.
X. Entire building and all storage
units shall be sprinklered.
• xi. Solid partitions (1 hour fire
wall) shall be provided between
storage units in a building or
structure.
xii. Only the following items may be
stored outside of an enclosed
building:
trailers - travel and hauling
boats
campers
recreational vehicles
commercial vehicles
cement mixers or heavy con-
struction equipment.
xiii.Signage shall be limited to 100
square.feet on.front.and 50 square
feet on side abutting a street or
parking area."
SECTION 4. The City Council finds and determines that
the revisions -of the zoning provisions of the West Covina Munici-
pal Code as contained in this ordinance .is a*minor alteration in
the land use regulations and as such is categorically exempt under
the California Environmental Quality Act of 1970 and the State
Guidelines.
SECTION 5. The City Clerk shall certify to the passage
of this ordinance and shall cause the same to be published as re-
quired by law.
