AN .ORDINANCE. OF. THE CITY COUNCIL OF. THE CITY OF
WEST. COVINA, CALIFORNIA, AMENDING THE WEST .COVINA
MUNICIPAL :CODE BY. ADDING.SECT.I.ON 10101.161 TO -
PART 1, AMENDING SECTION' 1100.1 OF PART X, AND
ADDING SECTION 11102 TO PART XI, CHAPTER I OF
ARTICLE X, RELATING TO SENIOR CITIZEN HOUSING IN
THE MF-15, MF-20 AND MF=45 ZONES. (Amendment No. 144)
The City. Council of the City -of West Covina does ordain as
follows:
SECTION 1. The West Covina Municipal Code is hereby
amended by the addition thereto of a new Section 10101.161 to.
Article X, Chapter 1, Part :I thereof to.read as follows:

10101.161 SENIOR CITIZEN HOUSING
Projects, designed only for senior citizen and handicapped
housing.
SECTION 2. Section 11001 of the West .Covina Municipal
Code is hereby amended to. add Senior Citizen°Housing to read as
follows:

SECTION 3. The West Covina Municipal Code is hereby amended
by the addition thereto of a new Section 11102. to Article X, Chapter
Part XI thereof to read as follows:
11102. Senior Citi.zen,Housing
11102.01' Purpose
The purpose of this section is to serve the need
for low cost senior citizen housing and to allow
the implementation of the City.of West Covina
adopted housing element and housing assistance
plan.
11102.02 Zoning
Senior citizen housing projects may be established
and operated only in the zones specified in
Section 11001.
11102.03 Unclassified Use Permit
An unclassified use permit.shall be obtained prior
to establishing a senior citizen housing project
(as specified in Section 10503). The application
for such permit shall include a precise plan (as
specified in Section 10502).
11102.04 ' D'eVelopMent :Standards
'a) Density' and site: size regulations. of the .zone
in which: '.the'project .is located shall- apply
to. all .senior citizen housing projects.
b) Development.standards such as, but not limited
to.parking-and minimum floor area requirements.,
which in' the opinion of. the Planning Commission
would render a low income project unfeasible
may be waived by. the Planning Commission pro-
viding that in the opinion of the Planning
Commission,. the waiver of the standards are not .
detrimental to the life style of senior citizens.
c) Any existing regulation applicable to the project
may be increased by the Planning Commission, or
any regulation necessaryto preserve the quality
of the project -due towaivers of development
- .standards or the nature ofthe pro.ject,may be
imposed by the Planning Commission as a condition
of the granting of the Unclassified Use Permit.
SECTION 4. The City Council finds and determines that the
revisions of the zoning provisions of the West Covina Municipal Code
as contained in this ordinance is a minor alteration in the land use
regulations and as such is categorically exempt.under the California
Environmental Quality. Act of 1970 and the State. Guidelines.
SECTION 5. The City Clerk shall certify to the passage of
this ordinance and shall cause the same to be published as required by
law.
