ORDINANCE NO. 1389 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING THE WEST COVINA MUNICIPAL CODE BY AMENDING SECTION 10702.12 OF ARTICLE X, CHAPTER 1, PART VII RELATING TO FENCES AND WALLS IN THE REQUIRED FRONT YARD IN THE R-A AND R-1 ZONES. (Amendment No. 143) The City Council of the City of West Covina does ordain as follows: SECTION 1. Section 10702.12 of the West Covina Municipal Code is hereby amended to read as follows: 10702.12 WALL, FENCE OR HEDGE PERMITTED a) A wall, fence or hedge of not more than six (6) feet in height may be permitted on any part of a lot except within the front setback of the lot, except that where said fence will block the visibility of a sidewalk or public right-of-way from a driveway, either on the lot itself or a neighboring lot, a forty-five (45.0) degree diagonal corner cut off shall be provided to allow clear vision of said sidewalk or right-of-way for at least ten (10) feet. • b) A wall, fence or hedge within the required front yard of a lot shall not exceed a height of forty- two (42) inches, except on corner lots, which shall maintain a triangular area formed by the front lot line -and the side lot line on the street side and a straight line connecting a point on each lot line above described and distant fifteen (15) feet from the intersection of such lot lines, in which area no tree, fence, shrub or other physical obstruction higher than thirty-six. (36) inches above the established curb grade shall be permitted. No wall, fence or hedge may exceed six (6) feet in height except in the allowable building area of the lot. c) Upon issuance of a building permit, with approval of the Planning Director, a fence or wall not more than six feet in height may be erected within the required front yard provided that any portion in excess of 42", and in the case described in paragraph b), (triangular areas of corner lots), any portion in excess of 36" shall be constructed of decorative wood, wrought iron or like material, (chain link prohibited), of such density that no more than 30% of the view is obstructed. SECTION 2. The City Council finds and determined that said amendment to the Municipal Code is a minor alteration in land use limitations and is, therefore, categorically exempt (Class V) from the requirements of the California Environmental Quality Act of 1970. SECTION 3. The City Clerk shall certify to the passage of this ordinance and shall cause the same to be published as required by law. • ATTEST: Passed and approved this 26th day of City Clerk June , 1978.
