AN ORDINANCE OF THE CITY COUNCIL OF
THE CITY OF WEST COVINA AMENDING
SECTION 3201 OF THE WEST COVINA MUNI-
CIPAL CODE RELATING TO THE ADOPTION
OF THE UNIFORM FIRE CODE, 1976 EDITION,
AND MAKING CERTAIN CHANGES THEREIN
REQUIRED TO MEET LOCAL CONDITIONS.
The City Council of the City of West Covina does ordain as follows:
SECTION 1. Ordinance No. 1357 is hereby repealed.
SECTION 2. Section 3201 of the West Covina Municipal Code is hereby amended
by the addition thereto of a new sub -paragraph (f) to read:
" (f) Section 13.307 of the Uniform Fire Code is hereby
amended to read as follows:
Sec. 13.307 (a) Every apartment house three stories or more in height
and containing more than 15 apartments and every hotel three stories or more in height
containing 20 or more guest rooms, shall have installed therein an approved automatic
or manually operated fire alarm system designed to warn the occupants of the building
in the event of fire. Such fire alarm system shall be so designed that all occupants of
the building shall be warned simultaneously.
• (b) No signal system or intercommunicating system used for any purpose
other than fire warning meets the requirements of this Article.
(c) Installation, inspection, and maintenance of the fire alarm system
shall be according to the standards set forth in NFPA Pamphlet No. 72 A.
(d) Stations for operating any manually operated fire alarm system shall
be placed immediately adjacent to the telephone switchboard in the building, if
there is a switchboard, and at such other locations as may be required by the Fire
Chief.
(e) Existing Single -Family Dwellings. Every single-family dwelling for
which a remodeling permit exceeding $1,000.00 is issued shall be provided with an
approved detector of products of combustion other than heat conforming to U.B.C.
Standard No. 43-6 mounted on the ceiling or wall at a point centrally located in
the corridor or area giving access to rooms used for sleeping purposes. Where sleeping
rooms are on an upper level, the detector shall be placed at the center of the ceiling
directly above the stairway or at other locations as determined by the Fire Chief.
Care shall be exercised to insure that the installation will not interfere with the
operating characteristics of the detector. When actuated, the detector shall provide
an alarm.

(f) Existing Apartments and Hotels. All existing apartments, hotels, and
motels shall be provided with approved detectors of products of combustion other than
heat conforming to U.B.C. Standard No. 43-6 mounted on the ceiling or wall at a
point centrally located in the corridor or area giving access to rooms used for sleeping
purposes. Where sleeping rooms are on an upper level, the detector shall be placed
at the center of the ceiling directly above the stairway or at other locations as deter-
mined by the Fire Chief. Care shall be exercised to insure that the installation will
not interfere with the operating characteristics of the detector. When actuated, the
detector shall provide an alarm.
Installation shall be required in 20% of the dwelling units or guest rooms per year for
5 consecutive years beginning January 1, 1978. Either battery -operated detectors or
detectors connected to the house current are approved. A yearly certification of
inspection, testing, and battery replacement shall be forwarded to the City Fire Depart-
ment by the owner or his authorized representative."
SECTION 3. The City Council hereby finds and declares that the changes which this
ordinance makes in Section 13.307 of the Uniform Fire Code are needed to meet local conditions.
Both the Uniform Fire Code and the Uniform Building Code require smoke detectors in all new
housing. In order to protect the occupants of existing housing and to reduce the loss of life
and property it is necessary that an orderly program for the installation of smoke detectors in
the City's existing housing stock be established as recommended by the Fire Chief and contained
in Section 2 of this ordinance.
SECTION 4. The City Clerk shall certify to the passage of this ordinance and shall
cause the same to be published as required by law. The City Clerk shall also file a certified
copy of this ordinance with the State Department of Housing and Community Development.
