Ordinance - 1363ORDINANCE NO. 1363 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING THE WEST COVINA MUNICIPAL CODE BY AMENDING SECTIONS 10602.05, 10602.06, 10602.09, AND 10602.22 OF ARTICLE X, CHAPTER 1, PART VI RELATING TO SIGNS. (AMENDMENT • NO. 139) The City Council of the City of West Covina does ordain as follows: SECTION 1. Section 10602.05 of the West Covina Municipal Code is hereby amended to read as follows: "10602.05 DETACHED SIGN (0-P, 0-S and I-P Zones Only) Front advertising signs or side and rear identifying signs will be allowed in O-P, P-B, 0-S and I-P Zones, as a single or double face sign, in lieu of signs allowed on the respective walls of the buildings. The square footage of one face of a double-faced sign shall be counted; however, the square footage of such sign face shall in no case exceed one- half the total allowable signage on the respective wall of the building and shall be subtracted therefrom. Detached ground signs shall be of the same archi- tectural style as the building, no higher than six (6) feet from gound level and placed within a lawn or landscaped area of no less than 24 square feet surrounded by a concrete or comparable curb of no less than six (6) inches. Sign permits are required as specified in Section 8404." • SECTION 2. Section 10602.06 of the West Covina Municipal Code is hereby amended to read as follows: "10602.06 DETACHED SIGN (Due to Topography) (Not in P-B, 0-S and I-P Zones) One double-faced or single -faced detached advertising or identifying sign, not to exceed one and one-fourth the height of the building or 35 feet from ground level, whichever is less, will be allowed only when the building location or configuration or topographical variation or other like circumstances preclude the effective use of a sign on the building but must have the explicit approval as to necessity, size and location of either the Planning Director, Planning Commission, or City Council. The square footage of one face of a double-faced sign shall be counted; however, the square footage of such sign face shall in no case exceed one-half the total allowable signage on the front of the building and shall be subtracted therefrom. All detached signs shall be placed within a permanently landscaped area of no less than 24 square feet surrounded by a concrete or comparable curb of no less than six (6) inches. Sign permits are required as specified in Section 8404." • 'SECTION 3. Section 10602.09 of the West Covina Municipal Code is hereby amended to read as follows: it 10602.09 CANOPY SIGN (not in P-B, 0-S, O-P and I-P Zones) One sign bearing the name of the occupants of the building and not more than five (5) feet in horizontal length and one (1) foot in vertical height shall be permitted in addition to the other signs allowed by this Part, when such signs are placed beneath a canopy or roof overhang, with a minimum clearance of eight (8) feet from the sidewalk. No sign permit is required for a canopy sign." • SECTION 4. Section 10602.22 of the West Covina Municipal Code is hereby amended to read as follows: "10602.22 CIVIC CENTER OVERLAY SIGNS (Monument Sign) In addition to the signs allowed in the underlying zone, a ground sign will be allowed. It shall be of the same architectural style as the building, no higher than four (4) feet from finished grade level, and placed within a permanently landscaped area of not less than twenty-four (24) square feet surrounded by a concrete or comparable curb of no less than', - six (6) inches. The square footage of one face of a double- faced sign shall be counted; however, the square footage of such sign face shall in no case exceed one-half the total allowable signage on the front of the building and shall be subtracted therefrom. Roof signs are prohibited within the Civic Center.Overlay Zone. Sign permits are required as specified in Section 8404." SECTION 5. The City Council finds and determines that the revisions in the "sign regulations in the zoning provisions of the West Covina Municipal Code as contained in this ordinance is a minor alter- ation in the land use regulations and as such is categorically exempt under the California Environmental Quality Act of 1970 and the State • Guidelines. SECTION 6. The City Clerk shall certify to the passage of this ordinance and shall cause the same to be published as required by law. Passed and approved this 27th day of December , 1977.
