AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY.OF WEST COVINA, ADDING PART 6 TO
• CHAPTER 3 OF ARTICLE VI.- OF THE WEST
COVINA MUNICIPAL CODE, FOR THE PURPOSE
OF REGULATING GARAGE SALES.
The City Council of the City of West Covina does ordain
as follows:
SECTION 1. Part 6 is hereby added to Chapter 3 of Article
VI of the West Covina Municipal Code to read:
"PART. 6. GARAGE SALES.
6390. DEFINITIONS
The term "garage sale" includes lawn or yard sale,
attic sale, rummage sale, moving sale, patio sale,.bazaar
or flea market or other similar sale, and means any sale
held for the purpose of selling, trading, bargaining,
exchanging or otherwise disposing of unwanted or surplus
household furnishings, personal goods or other tangible
property of the person or organization holding such sale
and conducted on premises in any residential zone.
. 6391. RESTRICTIONS ON GARAGE SALES
A. No more than three garage sales shall be
conducted in any one calendar year by any
one individual, household, group, family
or organization.
B. Any such permitted sale shall be held between
the hours of 9:00 a.m. and 8:00 p.m and for
not more than two consecutive days. If a
holiday is concurrent with a weekend, the
sale days may include the two-day weekend
and the holiday.
C. No merchandise shall be displayed in the public
right,of way.
6392. EXCEPTIONS
The provisions.of this Part shall not apply to
churches, public schools or charitable organizations
if the sale is conducted on the property of the organ-
ization and not in a private residence. If such sale
is conducted in or on the premises of a private resi-
dence all of the provisions of this Part shall apply.
• 6393. 14NFORCEMENT
It'shall be the duty of the Chief of Police
and of the Special Services and Abatement Officer to
enforce the.provisions of this Part."
SECTION 2. The City Clerk shall certify 'to the passage of
this ordinance and shall cause the same to be -published as required
by law.
