AN ORDINANCE OF THE CITY COUNCIL OF
THE CITY OF WEST COVINA ADDING PART 4
TO CHAPTER 3 OF ARTICLE II OF THE WEST
• COVINA MUNICIPAL CODE, CREATING THE
HUMAN RESOURCES COMMISSION AND SPECIFYING
ITS POWERS AND DUTIES.
WHEREAS, The City Council has recognized the need to
examine the physical, social and economic resources and priorities
of the community as an important element of its total development; and
WHEREAS, the development of a viable community requires
that policies and plans be formulated that integrate physical and
economic development with assessed social needs and human resources; and
WHEREAS, there is a growing need to identify and prioritize,
human concerns and issues in the community; and
WHEREAS, it is important that human services provided
for our community be coordinated and inter -agency communication enhanced;
and
• WHEREAS, all citizens of the community should be provided
maximum opportunities to participate and become involved in human
services and programs; and
WHEREAS, the City Council hereby finds and declares that
acts of prejudice, intolerance, bigotry, discrimination and disorder
occasioned thereby threaten the rights and proper privileges of its
inhabitants and menace the institutions and foundations of a free
democratic community.
NOW, THEREFORE, the City Council of the City of West
Covina DOES ORDAIN as follows:
SECTION ONE. Part.4 is hereby added to Chapter 3 of
Article II of the West Covina Municipal Code to read:
"Part 4. Human Resources Commission
2341 Human Resources Commission (HRC) Composition - A
Commission to be known as "The Human Resources Commission"
is hereby created..' The Human Resources Commission shall
consist of nine members, residents of the,City of West
Covina, appointed by the City Council.
2342 Terms of Office - Each -member of the Commission shall
serve for a term of two years, and until his successor
is appointed and qualifies, except that of the original
appointees, five members shall serve for terms ending
• on June 30, 1979, and four members shall serve for
terms ending on.June 30,'1978.
2343 Duties
(a) It shall be the duty -of the Commission to act in
an advisory capacity to'the City Council on matters
pertaining to human relations, rights, services and
resources, Housing and Community Development, and
any other matters assigned to the Commission by
the City Council.
(b) The Commission shall investigate or cause to be
investigated, and make recommendations to the City
Council for ameliorating, physical, social and
economic conditions adversely impacting upon the
is
lives of residents of the City.
(c) The Commission shall review and recommend to the
City Council.appropriate programs and efforts directed
toward improving communication and relationships
between residents, agencies, institutions and the
business sector.
(d) The Commission shall encourage activities necessary
to increase resident awareness of existing programs
and services and define human service needs and
recommend to the City Council appropriate steps to
mitigate adverse conditions.
(e) The Commission shall seek the involvement of residents,
agencies, institutions and the business community to
• foster mutual.regard and understanding among all
races, socio-economic and ethnic groups in the com-
munity, and work toward constructive resolutions of
tensions whenever they occur.

(f) The Commission shall review matters pertaining to
the preparation and implementation of the City's
Housing and Community Development Program, including
efforts to maximize citizen participation.
• (g) The Commission shall prepare and recommend to the
City Council the adoption of the Human Resources
Element of the City's General Plan. The Commission
shall be responsible for the implementation of the
Human Resources Element of the General Plan and may
from time to time recommend to the City Council
changes therein.
(h) With the concurrence of the City Council, the
Commission shall appoint citizen task forces to
investigate and report upon specific issues or areas
of concern.
(i) The Commission shall review formal complaints of
unlawful discrimination and prejudice in the community
• and offer services of conciliation in connection
therewith.
2344 Staff Support - The City Manager shall assign staff to
assist the Commission.on-anas-needed basis.
2345 Council Liaison - The -Mayor, with the consent of the
City Council, shall designate one of its members to serve
as liaison between the City Council and Commission. The
member of the City Council designated as liaison to the
Commission may participate in the deliberations of the
Commission but shall not be a member of the Commission
nor entitled to vote on any issue coming before the
Commission.
2346 Meetings - The Commission shall, by resolution, determine
• the time and place of its regular meetings. Special
meetings of the Commission may be called and held in the
manner provided for in the Ralph M. Brown Public Meeting
Law. A majority of the members of the Commission consti-
tute a quorum for the transaction of business.

2347 Compensation - Each member of the Commission shall be
paid for his services a sum fixed by the City Council by
resolution.
2348 Organization
(a) The Commissionshall elect a chairperson and vice -
chairperson from among its members, each of whom
shall serve for one year terms. The Commission may
create and fill such other offices as it may from
time to time determine to be necessary.
(b) The Commission shall have the power to adopt rules
for the transaction of business and shall keep a
record of resolutions, findings and determinations.
2349 Supplies - The City Manager shall provide the Commission
with necessary facilities, supplies and equipment as may
be approved by the City Council."
SECTION TWO. Resolution No. 2962, as amended, creating
the Human Relations Commission and Resolution No. 4973 creating the
Housing and Community Development Citizens Advisory Committee, are hereby
repealed.effective as of the date this ordinance becomes effective.
SECTION THREE. The City Clerk shall certify to the
passage of this ordinance and cause the,same to -be published in the
manner required by law.
