AN ORDINA.NCE OF THE CITY COUNCIL OF THE CITY
OF WEST COVINA AMENDING THE WEST COVINA.
MUNICIPAL CODE SO AS TO REZONE CERTAIN PREMISES,
APPROVING PRECISE PLAN OF DESIGN NO, 689 AND
APPROVING THE NEGATIVE DECLARATION OF ENVIRON-
MENTAL IMPACT PREPARED WITH REFERENCE TO THE
ZONE CHANGE AND PRECISE PLAN OF DESIGN (Amos Z.
Krausz - Zone Change Application No. 508, Precise Plan
of Design No. 689).
The City Council of the City of West Covina does ordain as follows:
SECTION 1. The City Council does hereby find, determine and
declare that the following amendment was duly initiated, that notice of hearing
thereon was duly given and published, that public hearings thereon were duly
held by the Planning Commission and the City Council, that the public conven-
ience, necessity and general welfare and good zoning practice require that the
following zone change and amendment be made and the Precise Plan of Design
be approved.
SECTION 2. The West Covina Municipal Code is hereby amended
by the addition thereto of a new Section 9202. 2cs reading as follows:
"9202. 2cs Zone Changes. Notwithstanding the provisions of
• Section 9202. 2 and the Zoning Map referred to therein, the follow-
ing premises are hereby placed and included in the Service Com-
mercial (S-C) Zone to wit:
4. 86 acre parcel located on the west side of Vincent
Avenue and south of West Covina Parway and the Walnut
Creek Channel and as more particulary described in
Zone Change Application No. 508. "
SECTION 3. Precise Plan of Design No. 689 is hereby approved
subject to each and all of the conditions contained in Planning Commission
Resolution No. 11-76-2697, dated November 17, 1976.
SECTION 4. The City Council does hereby find and declare that
the Negative Declaration of Environmental Impact for the project, as adopted
by the Planning Commission, after notice of public hearing, is adequate, has
been prepared in accordance with the California Environmental Quality Act of
1970 and the State Guidelines and is hereby adopted by the City Council.
SECTION 5. The City Council does hereby find and declare that
the Zone Change for the property described in Section 2 hereof is consistent
with the General Plan of the City of West Covina.

SECTION 6. The City Clerk shall certify to the passage of this
ordinance and shall cause the same to be published, as required by law.
