AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF WEST COVINA., AMENDING THE WEST COVINA,
• MUNICIPA.L CODE SO AS TO REZONE CERTAIN PRE-
MISES, APPROVING PRECISE PLAN OF DESIGN NO.
684 AND APPROVING THE NEGATIVE DECLARATION
OF ENVIRONMENTAL IMPACT PREPARED WITH
REFERENCE TO THE ZONE CHANGE AND PRECISE
PLAN OF DESIGN (Charles R. Cricks - Zone Change
Application No. 505, Precise Plan of Design No. 684).
The City Council of the City of West Covina does ordain as follows:
SECTION 1.. The City Council does hereby find, determine and
declare that the following amendment was duly initiated, that notice of hear-
ing thereon was duly given and published, that public hearings 'thereon were
duly held by the Planning Commission and the City Council, that the public
convenience, necessity and general welfare and good zoning practices require
that the following zone change and amendment be made and the Precise Plan
of Design be approved.
SECTION 2. The West Covina Municipal Code is hereby amended
by the addition thereto of a new Section 9202. 2 ier reading as follows:
"9202. 2 cr. Zone Changes. Notwithstanding the provisions of Section
• 9202. 2 and the zoning map referred to therein, the following premises
are hereby placed and included in the Service Commercial (S-C) Zone,
to wit;
1. 017 acre parcel including portions of Lot 8, Block 29, Phillips
Tract and Lots 84, 85 and 290 of Tract No. 16472 and as more
particularly described in Zone Change Application No. 505. "
SECTION 3. That certain development standard contained in
Section 9227. 2 of the West Covina Municipal Code relating to front and rear
building set -backs is modified to permit not less than a 6 foot rear building
set -back.
SECTION 4. Precise Plan of Design No. 684 is hereby approved
subject to each and all of the conditions contained in Planning Commission
Resolution No. 10-76-2685 dated October 6, 1976.
SECTION 5. The City Council does hereby find and declare that
the Negative Declaration of Environmental Impact for the project as adopted
by the Planning Commission after notice of public hearing, is adequate, has
been prepared in accordance with the California Environmental Quality Act
of 1970 and the State Guidelines and is hereby adopted by the City''Council.

SECTION 6. The City Council does hereby find and declare
that the zone change for the property described in Section 2 hereof is
consistent with the General Plan of the City of West Covina.
• SECTION 7. The City Clerk shall certify to the passage of this
ordinance and shall cause the same to be published as :required by law.
