ORDINANCE NO. 1308
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST
COVINA AMENDING SECTION 3118 OF THE WEST COVINA
MUNICIPAL CODE, RELATING TO THE INSTALLATION OF TRAFFIC
CONTROL DEVICES.
The City Council of the City of West Covina does ordain as follows:
SECTION 1. Section 3118 of the West Covina Municipal Code is amended
"3118. AUTHORITY TO INSTALL TRAFFIC CONTROL DEVICES.
(a) Whenever, by any provision of this Chapter, the Traffic
Authority is authorized to install any traffic control devices, and such authority
is made upon its determination of the need therefor, it shall be the duty of the
Traffic Authority to make such determination only upon the basis of the traffic
engineering standards, limitations, and rules as are set forth in this Chapter.
(b) It shall be the duty of the Traffic Authority to install traffic
control devices whenever directed by any provision of this Chapter, to do so at
any particular location specified herein and at any other particular location
where it may be so directed by the City Council, by this Code, or any other
ordinance of this City.
(c) The Traffic Authority may also place and maintain or cause
to place and maintain such additional traffic control devices as it deems necessary
isor proper to regulate traffic or to guide or warn traffic, but such determination
shall be made only upon the basis of traffic engineering principles and traffic
investigations and, in accordance with such standards, limitations, and rules as
may be set forth in this Chapter.
(d) Whenever the traffic law of this State, or any traffic
regulation set forth in this Chapter requires for its effectiveness that traffic
control devices be installed to give notice to the public of the application of
such law or regulation, the Traffic Authority is hereby authorized to install or
cause to be installed the necessary devices.
(e) No other person, board, or department of this City and no
private person or agency, shall install, place, or maintain any traffic control
device within the purview of this Chapter except upon order of the Traffic Authority."
SECTION 2. The City Clerk shall certify to the passage of this ordinance
and shall cause the same to be published as required by law.
