Ordinance - 1288ORDINANCE NO. 1288 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA PROHIBITING THE ISSUANCE OF PERMITS FOR CERTAIN PARKING DIRECTIONAL SIGNS EXCEPT UPON THE AUTHORIZATION OF THE PLANNING C014MISSION DURING A PERIOD OF STUDY NOT TO • EXCEED 120 DAYS, AND DECLARING THE URGENCY THEREOF TO TAKE EFFECT IMMEDIATELY. WHEREAS, Section 65858 of the Government Code of the State of California authorizes the adoption of an interim ordinance as an emergency measure prohibiting any usage of land which may be in conflict with a contemplated zoning proposal which the legislative body or Planning Commission or the Planning Department is considering or studying or intends to study within a reasonable period of time, and WHEREAS, the Planning Department is studying the question of the size"and location of parking directional signs in all of the commercial and manufacturing zones of the City; NOW, THEREFORE, the City Council of the City of West Covina does ordain as follows: SECTION 1. Notwithstanding the provisions of Section 9210.2 (q) (13), 9211.2 (r) (20), 9212.1 (c) (21), 9212.8 (q) (21), 9213.1 (b) (21) , 9213.8 (q) (21) , 9227.2 (q) (21) , 9214.5 (21) , 9214. a.2 (q) (14), no permit shall be issued for the construction, alteration or relocation of any parking directional sign which exceeds 6 square feet in size and the maximum height of which exceeds 4 feet. The copy of any such directional sign shall not contain any words other than "park" or "parking" with' a directional arrow. • SECTION 2. This ordinance is declared to be an ordinance for the immediate protection of the public health, safety and general welfare. The facts constituting the urgency are as follows: • The existing limitations upon the size of parking directional signs are such as to permit the erection of unreasonably large signs which tend to block the view of the motoring public and contribute to unsightlyness within the City. The public peace, health and safety requires that this temporary prohibition of parking directional signs be immediately effective. SECTION 3. This ordinance shall take effect upon its adoption and shall continue in effect for a period of no longer than 4 months provided, however, that after public notice pursuant to Section 65856 of the Government Code and a public hearing, the City Council may extend the effectiveness of this ordinance for 8 months. SECTION 4. The City Clerk shall certify to the passage of this ordinance and shall cause the same to be published as required by law. Passed and approved this 12th day of January 1976.
