3188 OF THE WEST COVINA MUNICIPAL CODE,:`AND

The City Council of the City of West Covina does ordain
as follows:
SECTION 1. Subparagraphs (o) , (p) , (q) , (r) , (s) ,
(t) , (u) , (v) , (w) , (x) , (y) , and (z) are added to Section 3100
of the West Covina Municipal Code to read, respectively, as
follows:
"(o) VEHICLE. A device by which any person or property
may be propelled, moved, or drawn upon a highway, excepting a device
moved by human power or used exclusively upon stationary rails or
tracks.
(p) TRAILER. A vehicle designed for carrying persons or
property on its own structure and for being drawn by a motor vehicle
and so constructed that no part of its weight rests upon any other
vehicle.
(q) SEMITRAILER. A vehicle designed for carrying persons
or property used in conjunction with a motor vehicle, and so con-
structed that some part of its weight and that of its load rests
upon or is carried by another vehicle.
(r) TRAILER COACH. A vehicle, other than a motor vehicle,
designed for human habitation, or human occupancy for industrial,
• professional or commercial purposes, for carrying property on its
own structure, and for being drawn by a motor vehicle.
(s) MOTOR VEHICLE. A vehicle which is self propelled.
(t) COMMERCIAL VEHICLE. A vehicle of a type required to
be registered under the Vehicle Code used or maintained for the
transportation of persons for hire, compensation, or profit or
designed, used or maintained primarily for the transportation of
property.
(u) MOTOR TRUCK. A motor vehicle designed, used or
maintained primarily for the transportation of property.
(v) TRUCK TRACTOR. A motor vehicle designed and used
primarily for drawing other vehicles and not so constructed as to
carry a load other than a part of the weight of the vehicle and
load so drawn.
(w) UNLADEN WEIGHT. The "unladen weight" of a vehicle is
the weight equipped and ready for operation on the road including
the body, fenders, oil in motor, radiator full of water, with five
gallons of gasoline or equivalent weight of other motor fuel; also
equipment required by law, and unless exempted under Section 661
of the Vehicle Code, any special cabinets, boxes or body parts
permanently attached to the vehicle, and any machinery, equipment or'
attachment which is attendant to the efficient operation of the
body or vehicle.
(x) PARK/PARKING.' The standing of a vehicle, whether
occupied or not, otherwise than temporarily for the purpose of
and while actually engaged in loading or unloading merchandise or
passengers.
(y) STORED/STORAGE. The parking of any vehicle upon a
street or highway for 72 or more consecutive hours.
(z) STREET WEIGHT LIMITATIONS. The maximum amount of
gross vehicle weight permitted upon any street as established by
the Engineering Department."
SECTION 2. Section 3188 of the West Covina Municipal
Code is hereby amended to read as follows:
"3188. PARKING OF COMMERCIAL VEHICLES REGULATED.
No person shall park or leave standing any commercial
vehicle over 3 tons gross weight or any truck tractor on any City
• street for more than 2 hours at any one time.
The provisions of this section shall not apply to any
vehicle owned by a public utility or a licensed contractor while
necessarily in use in the construction, installation or repair
of any public utility, or to any commercial vehicle actually
being used for the pickup or delivery of goods, wares and
merchandise or for the delivery of materials to be used in
the repair, alteration, remodeling or construction of any
building."
SECTION 3. Section 3189 is hereby added to the
West Covina Municipal Code to read as follows:
"3189. PARKING OF TRAILERS, SEMITRAILERS AND TRAILER COACHES
PROHIBITED.
No person shall park or leave standing any trailer, semi-
trailer or trailer coach on any City street unless attached to a
vehicle capable of moving the trailer, semitrailer or trailer coach
in a normal manner upon the street.
The provisions of this section shall not apply to any
vehicle owned by a public utility or a licensed contractor while
necessarily in use in the construction, installation or repair of
• any public utility, or to any commercial vehicle actually being used
for the pickup or delivery of goods, wares and merchandise or for
the delivery of materials to be used in the repair, alteration,
remodeling or construction of any building."
SECTION 4. The City Clerk shall certify to the passage
of this ordinance and shall cause the same to be published as
required by law.
