AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF WEST COVINA REPEALING SECTION 3187 OF THE
WEST COVINA MUNICIPAL CODE, AMENDING SECTIONS
9201, 9203, AND 9204 THEREOF, AND ADDING SECTIONS
9201.1, 9219.19 AND 9219.20 THERETO, RELATING TO
THE PARKING OF VEHICLES IN CERTAIN ZONES.

The City Council of the City of West Covina does ordain
as follows:
SECTION 1. Section 3187 of the West Covina Municipal
Code is hereby repealed.
SECTION 2. Section 9201 of said Code is amended by
repealing the entire paragraph entitled "Trailer - Automobile".
SECTION 3. Section 9201.1 is added to said Code to read
as follows:
"9201.1 ADDITIONAL DEFINITIONS RELATING TO VEHICLES AS USED
IN THIS CHAPTER:
(a) Vehicle means a device by which any person or
property may be propelled, moved, or drawn upon a highway,
excepting a device moved by human power or used exclusively
upon stationary rails or tracks.
(b) Trailer means a vehicle designed for carrying
persons or property on its own structure and for being
• drawn by a motor vehicle and so constructed that no part
of its weight rests upon any other vehicle.
(c) Semitrailer means a vehicle designed for carrying
persons or property used in conjunction with a motor vehicle,
and so constructed that some part of its weight and that of
its load rests upon or is carried by another vehicle.
(d) Trailer Coach means a vehicle, other than a
motor vehicle, designed for human habitation, or human
occupancy for industrial, professional or commercial pur-
poses, for carrying property on its own structure, and for
being drawn by a motor vehicle.
(e) Motor Vehicle means a vehicle which is self-
propelled.
(f) Commercial Vehicle means a vehicle of a type required
to be registered under the Vehicle Code used or maintained
for the transportation of persons for hire, compensation,
or profit or designed, used or -maintained primarily for the
transportation of property. .
(g) Motor truck means a motor vehicle designed, used
or maintained primarily for the transportation of property.
(h) Truck Tractor means a motor vehicle designed and
used primarily for drawing other vehicles and not so
constructed as to carry a load other than a part of the
weight of the vehicle and load so drawn.
(i) Unladen Weight - The "unladen weight" of a
vehicle is the weight equipped and ready for operation on
the road including the body, fenders, oil in motor, radiator
full of water, with five gallons of gasoline or equivalent
weight of other motor fuel; also equipment required by law,
and unless exempted under Section 661 of the Vehicle Code,
any special cabinets, boxes or body parts permanently
• attached to the vehicle, and any machinery, equipment or
attachment which is attendant to the efficient operation of
the body or vehicle.
(j) Park or Parking.means the standing of a vehicle,
whether occupied or not, otherwise than temporarily for
the purpose of and while actually engaged in loading or
unloading merchandise or passengers.
(k) Stored or Storage means the parking of any
vehicle upon private property for 24 or more consecutive
hours.
(1) Street Weight Limitations means the maximum
amount of gross vehicle weight permitted upon any street
as established by the Engineering Department."
SECTION 4. Section 9203 and 9204 of said Code is
amended by adding a new paragraph (j) thereto reading as
follows:
"(j) The parking of non-commercial vehicles
including pickups, panel delivery trucks and station
wagons."
SECTION 5. Section 9219.19 is added to said Code to
• read:
"9219.19. PARKING OR STORING OF COMMERCIAL VEHICLES PROHIBITED.
It shall be unlawful to park or store any commercial
vehicle on property which is zoned R-A, R-1, R-2, R-3, R-4,
MF-8, MF-15, MF-20, MF-45 or any area zoned residential,
except in conformity with an unclassified use permit issued
to the owner or occupant of such property after a public
hearing in the manner provided for in Part 16 of this Chapter 2
of Article IX of this Code authorizing such parking or storage.
The provisions of this section shall not apply to
commercial automobiles, pickups, panel delivery trucks and
station wagons."
SECTION 6. Section 9219.20 is added to said Code to
read:
"9219.20. PARKING OR STORAGE OF COMMERCIAL VEHICLES RESTRICTED.
It shall be unlawful to park any commercial vehicle on
property which is zoned for commercial purposes except in
a space which is reserved for that purpose in the parking
facility required to be maintained in connection with such
• commercial use.
It shall be unlawful to store any commercial vehicle on
property which is not zoned for manufacturing purposes.
The provisions of this section shall not apply to
commercial automobiles, pickups, panel delivery trucks and
station wagons."

SECTION 7. The City Clerk shall certify to the passage
of this ordinance and shall cause the same to be published as
required by law.
