ORDINANCE NO. 1266
AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF WEST COVINA ADDING PART 2.5 TO
CHAPTER 6 OF ARTICLE IV OF THE WEST COVINA
MUNICIPAL CODE, RELATING TO NOISE.
The City Council of the City of West Covina does ordain
as follows:
SECTION 1. Part 2.5 is added to Chapter 6 of Article
IV of the West Covina Municipal Code to read as follows:
"Part 2.5. General Noise Regulations.
4614. REGULATION OF NOISE.
Notwithstanding any other provision of this Chapter,
it shall be unlawful for any person to wilfully make or
continue or cause to be made or continued, any loud,
unnecessary or unusual noise which unreasonably disturbs
the peace and quiet of any residential neighborhood or which
causes discomfort or annoyance to any reasonable person of
normal sensitiveness residing in the area. If the noise
which is being created causes the noise level at the property
line to exceed the ambient noise level by more than five
decibels, it shall be presumed that the noise being created
is in violation of the provisions of this section."
SECTION 2. The City Clerk shall certify to the passage
of this ordinance and shall cause the same to be published as
required by law.
