AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF WEST COVINA AMENDING THE WEST COVINA

OF SUBSECTION 9227.2(q) OF THE WEST COVINA
MUNICIPAL CODE, RELATING TO SIGNS IN THE
OFFICE PROFESSIONAL AND COMMERCIAL ZONES
(Amendment No. 121 - City Initiated).
The City Council of the City of West Covina does ordain
as follows:
SECTION 1. The City Council does hereby find, determine
and declare that the following amendments to the West Covina Municipal
Code were duly initiated,' that notice of hearing thereon was duly
given and published, that public hearings thereon were duly held
by the Planning Commission and by the City Council and that the
public convenience, necessity and general welfare and good zoning
practice require that the following amendments be made.
SECTION 2. The West Covina Municipal Code is hereby
amended by amending subparagraph 12 of subsection .921,0- 2,(q.). to read
as follows:
1112. Notwithstanding any other provisions of the West
Covina Municipal Code, no sign, as defined in the
Municipal Code, shall be erected upon or painted
upon any temporary construction barricade unless
the sign and barricade conform to the following:
1(a) The construction barricade must be located in
a commercial or office -professional zone. It
must have a solid wood face and be intended
to screen on -site construction activities from
public view.
2(a) The proposed design, copy, colors, and materials
of the construction barricade sign shall be
approved by the Planning Director in writing
prior to issuance of a sign permit, only if
the following criteria are met:
1) The sign may be designed to -utilize the
entire exposed face of the construction
barricade and may graphically identify
the owner and/or tenants of the project.
Said sign may also indicate the particulars
of the construction project: the company,
firm, individual, or others instrumental
in its creation, the architect, engineer,
contractor; and rental, sale, or lease
information, provided that such particular
information does not exceed 75 square feet
of space on the construction barricade
or fence.
2) The design of the sign shall be
aesthetically complementary to
development in the vicinity of the
project area.
• 3) The colors of the construction barricade
and the sign erected or painted thereupon
shall be earth -tones and compatible with
development adjacent to the project site.
4) The materials -used for the construction
barricade sign shall have one finished
side which is exposed to public view and
which is used for the approved sign copy.
3(a) A construction barricade sign may be permitted
for a period of one (1) year from the date of
approval by the Planning Director. The permit
ma be extended for an additional period of six
(6� months -upon the written approval of the
Planning Director.
4(a) The construction barricade sign shall be
continuously maintained in the condition
originally approved by the Planning Director.
Failure to maintain the sign in said condition
shall be grounds for revocation of the sign
permit, in which case the sign shall be removed
from the barricade, or the barricade shall be
removed, or repainted to the satisfaction of
the Planning Director.
5(a) If a temporary construction barricade sign is
erected and maintained pursuant to the pro-
visions of this ordinance, it shall be in lieu
of the temporary construction sign permitted
by Section 9213.8(q)18, or any other provision
of the West Covina Municipal Code."
SECTION 3. Subparagraph 17 of subsection 9211.2(r) is
amended to read:
"17. Those construction barricade signs authorized by
subparagraph 12 of subsection 9210.2(q) are
authorized and permitted to be erected in this
zone subject to all of the conditions and
restrictions prescribed in said subsection
9210.2(q)."
SECTION 4. Subparagraph 18 of subsection 9212.1(c) is
amended to read:
1118. Those construction barricade signs authorized by
subparagraph 12 of subsection 9210.2(q) are
authorized and permitted to be erected in this
zone subject to all of the conditions and
restrictions prescribed in said subsection
9210.2(q)."
SECTION 5. Subparagraph 18 of subsection 9212.8(q) is
amended to read:

subparagraph 12 of subsection 9210.2(q) are
authorized and permitted to be erected in this
zone subject to all of the conditions and
restrictions prescribed in said subsection

SECTION
6. Subparagraph 18 of subsection 9213.1(b) is
amended to read:
1118.
Those construction barricade signs authorized by
subparagraph 12 of subsection 9210.2(q) are
authorized and permitted to be erected in this
zone subject to all of the conditions and
restrictions prescribed in said subsection
9210.2(q)."
SECTION
7. Subparagraph 18 of subsection 9213.8(q) is
amended to read:
1118. Those construction barricade signs authorized by
subparagraph 12 of subsection 9210.2(q) are
authorized and permitted to be erected in this
zone subject to all of the conditions and
restrictions prescribed in said subsection
9210.2(q)."
SECTION 8. Subparagraph 18 of subsection 9227.2(q) is
amended to read:
1118.` Those construction barricade signs authorized by
subparagraph 12 of subsection 9210.2(q) are
authorized and permitted to be erected in this
zone subject to all of the conditions and
restrictions prescribed in said subsection
9210.2 (q) . It
SECTION 9. The City Council does hereby find and declare
that the negative declaration of environmental impact for Amendment
No. 121, as adopted by the Planning Commission after notice and
public hearing, is adequate; has been prepared in accordance with
the California Environmental Quality Act of 1970 and the State
Guidelines and is hereby adopted by the City Council which finds
that the impact of the various amendments will not significantly
effect the environment.
SECTION 10. The City Clerk shall certify to the passage
of this ordinance and shall cause the same to be published as
required by law.
