AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA AMENDING SECTIONS 4307.2, 4313 AND
4313.1 OF THE WEST COVINA MUNICIPAL CODE, RELATING
TO THE LICENSING OF DOGS AND DECLARING THE URGENCY
THEREOF TO TAKE EFFECT IMMEDIATELY.
Is The City Council of the City of West Covina does ordain
as follows:
SECTION 1. Section 4307.2 of the West Covina Municipal
Code is amended to read:
114307.2. SAME. FEES.
A fee shall be paid for each such license in advance
at the time of issuance for the license year or any fraction
thereof in the amount of $7.00. If a certificate is presented
from a licensed veterinarian that the dog has been spayed or
neutered, the license fee shall be $3.50.
The fee for boarding any animal shall be $2.00 per day.
The fee for impounding any animal shall be $5.00 for
the first offense, $10.00 for the second offense, and $15.00
for each subsequent offense."
SECTION 2. Section 4313 of said code is amended to read:
114313. ADDITIONAL POWERS AND DUTIES.
The Chief of Police or an employee of the contract pound
service is hereby empowered to enter -upon any private property
for the purpose of ascertaining -whether any dog or other
animal kept or harbored therein is afflicted with rabies or
whether or not a license tag has been secured for said dog."
SECTION 3. Section 4313.1 of said code is amended to read:
"4313.1. IMPOUNDING ANIMALS FOR OBSERVATION.
If it shall appear to the Chief of Police or an employee
of the contract pound service that a dog or other animal has
rabies, he shall forthwith impound such dog or other animal
for observation 'until the Health Officer shall determine that
it can be safely released."
SECTION 4. Section 1 of this ordinance provides for the
raising of revenue for the -usual and necessary expenses of the City
and shall take effect -upon the date of the adoption of this ordinance.
The fees prescribed in Section 1 of this ordinance shall be payable
for the license year commencing July 1, 1974.
SECTION 5. The City Clerk shall certify to the passage
of this ordinance and shall cause the same to be published as required
by law.
