ORDINANCE NO. 1246
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF WEST COVINA PROHIBITING THE ERECTION OF
SIGNS UPON TEMPORARY CONSTRUCTION BARRICADES
EXCEPT THOSE WHICH COMPLY WITH THIS ORDINANCE
DURING A PERIOD OF STUDY NOT TO EXCEED ONE
HUNDRED TWENTY DAYS AND DECLARING THE URGENCY
THEREOF, TO TAKE EFFECT IMMEDIATELY.
WHEREAS, Section 65858 of the Government Code of the State
of California authorizes the adoption of an interim ordinance as an
emergency measure prohibiting any 'usage of land which may be in con-
flict with a contemplated zoning proposal which the legislative body,
or Planning Commission, or the Planning Department is considering,
or studying, or intends to study within a reasonable period of time,
and
WHEREAS, the City Council has requested that the Planning
Commission study the existing zoning ordinances regulating the signs
which are permitted on temporary construction barricades and recommend
any changes that are necessary or desirable in connection with the
development of regional commercial and other commercial areas within
the City of West Covina;
NOW, THEREFORE, the City Council of the City of West Covina
does ordain as follows:
SECTION 1. Notwithstanding any other provisions of the
West Covina Municipal Code, no temporary construction barricade sign
shall be erected upon, or painted upon, any temporary construction
barricade 'unless the sign conforms to the following requirements:
• (a) A temporary construction barricade sign may only
be erected upon, or painted upon, a solid wood faced fence which is
located on the perimeter of a construction site which is located in
a commercial zone and which is intended to screen construction
activities on -site from public view.
(b) The materials which are proposed to be used for the
construction barricade, the proposed sign copy, the proposed design,
and proposed colors shall be approved in advance and in writing by the
Planning Director if he finds the following criteria are met:
1. The sign copy shall identify the owner of the
project or the tenants of the project. Said sign may also
indicate the particulars of the proposed construction; the
company, firm, individual or others instrumental in its creation,
the architect, engineer, contractor; and rental, sale or lease
information provided that such information does not exceed 75
square feet of space on the temporary construction barricade
sign.
2. The color of the construction barricade and the
sign shall be of earth -tones and compatible with the developments
.adjacent to the project site.
3. The design of the sign shall be aesthetically
complementary to developments in the vicinity of the project
area.
4. The materials used for the temporary construction
barricade sign shall have one finished side which is exposed to
public view and which is used for the approved sign copy.

5. A temporary construction barricade may be per-
mitted for a period of one year from the date of the approval
of the Planning Director. The one-year period may be extended
for an additional period of six months upon the written approval
of the Planning Director.
6. The temporary barricade sign shall be continuously
maintained in the condition originally approved by the Planning
Director. Failure to maintain the sign in that condition shall
be grounds for the revocation of the temporary construction
barricade sign permit.
7. If a temporary construction barricade sign is
erected and maintained pursuant to the provisions of this
ordinance, it shall be in lieu of the temporary construction
sign permitted by Section 9213.8 (18) or any other provision
of the West Covina Municipal Code.
SECTION 2. This ordinance is declared to be an ordinance
for the immediate protection of the public health, safety and general
welfare. The facts constituting the 'urgency are as follows:
Phase I of the West Covina Central Business District
Redevelopment project is now in the course of construction. The
temporary regulations contained herein are necessary to regulate
construction signs erected in connection with that development and
are necessary to protect the economic well-being of the business
enterprises located within the immediate vicinity of the Phase I
area. The protection of the public peace, health and safety require
that this ordinance take effect immediately.
• SECTION 3. This ordinance shall take effect upon its
adoption and shall continue in effect for a period of no longer than
four months, provided, however, that after notice pursuant to Section
65856 of the Government Code and a public hearing, the City Council
may extend the effectiveness of this ordinance for eight months.
SECTION 4. The City Clerk shall certify to the passage
of this ordinance and cause the same to be published in the manner
required by law.
