Ordinance - 1240ORDINANCE NO. 124(L AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA AMENDING SECTIONS 9219.15'AND ..9219.16'-OF THE WEST COVINA MUNICIPAL CODE RE LAT2NG TO REQUIRED OFF-STREET PARKING. (Amendment No. 118) • The City Council of the City of West Covina does ordain as follows: SECTION 1. Section 9219.15(a) of the West Covina Municipal Code is hereby amended to read as follows: (a) SIZE AND ACCESS. Each off-street parking space shall conform with the requirements as established from time to time by resolution of the Planning Commission, but no off-street parking space established prior to April 1, 1960, shall be considered non -conforming as to area if it consists of not less than one hundred seventy square feet exclusive of drives and aisles, or non -conforming as to.width if it is not less than 8-1/2 feet wide. All required off-street parking spaces in the R-A, R-1, and R-2 Zones shall be provided in an area which is enclosed at least on three sides and a roof. No off-street parking spaces established prior to January 1, 1964, shall be considered non_conforming if they conform to the provisions of this Chapter as they then existed. Section 9219.15(f) of the West Covina Municipal Code is hereby • amended to read as follows: (f) PLANS: The plan of the proposed parking area shall be submitted to the Planning Department at the time of submittal of the Precise Plan of Design for the develop- ment to which the parking is accessory. The plan shall be drawn to an engineering scale of sufficient size to clearly indicate the proposed development including loca- tion, size, shape, design, curb cuts, lighting, drainage, paving, parking stalls, landscaping, and other features and appurtenances of the proposed parking lot. The plan may be part of the Precise Plan of Design. All parking areas shall be subject to the same restrictions governing accessory buildings as defined in the zone in which said parking area is located. Section 9219.16 of the West Covina Municipal Code is hereby amended to read as follows: 9219.16 Same. Required Improvement and Maintenance of Parking Areas and Used Car Sales Areas. Every lot or parcel of land used as a public or private parking area and having a capacity of five or • more vehicles, or used car sales area, shall be developed and maintained in accordance with the requirements as established from time to time by resolution of the Planning Commission. -1- • r� U Entrance And Exits. The location and design of all en- trances and exits shall be subject to the approval of the City Engineer provided that no entrance or exit other than on or from any alley shall be closer than five feet to any lot located in an "R" Zone or ten feet from the beginning of curb return of any two-lane street inter- section or twenty feet from the beginning of curb return of any four -lane or six -lane street intersection. SECTION 2. The City Clerk shall certify to the passage of this ordinance and shall cause the same to be published as required by law.
