ORDINANCE NO. 1238
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA REPEALING SECTIONS 3200, 3201, 3202,
3203, 3204, 3205, 32o6, 3207, 3209, 3210 AND
3212 OF THE WEST COVINA MUNICIPAL CODE AND
ADDING SECTIONS 3200, 3201, 3202 AND 3203
THERETO, RELATING TO THE ADOPTION OF THE UNIFORM
FIRE CODE, 1973 EDITION, AND MAKING CERTAIN
CHANGES THEREIN REQUIRED TO MEET LOCAL CONDITIONS.
as follows: The City Council of the City of West Covina does ordain
SECTION 1. Sections 3200, 3201, 3202, 3203, 3204, 3205,
32o6, 3207, 3209, 3210 and 3212 of the West Covina Municipal Code
are repealed.
SECTION 2. Sections 3200, 3201, 3202 and 3203 are hereby
added to the West Covina Municipal Code to read, respectively, as
follows:
113200. ADOPTION OF UNIFORM FIRE CODE.
There is hereby adopted, by reference, for the purpose of
prescribing regulations governing conditions hazardous to life
and property from fire.or explosion that certain code known
as the Uniform Fire Code, 1973 Edition, developed by the
International Conference of Building Officials and the Western
Fire Chiefs Association, and the whole thereof including
Appendix B (Underground plumbing for flammable liquids),
Appendix C (Rifle Ranges), Appendix D (Recommended publications
and standards), Appendix E (Control of hazardous fire areas),
and Appendix F (Ordinance for Fire Prevention), save and except
Article 12 Fireworks which is deleted, and such portions thereof
as are hereinafter in this Chapter deleted, added to or amended.
Not less than three copies of the Uniform Fire Code, 1973
Edition, have been and now are filed in the office of the City
Clerk and except as otherwise provided in this Chapter, the
same is hereby adopted and incorporated as fully as if set out
at length herein.
3201. ADDITIONS, AMENDMENTS AND DELETIONS.
The following sections and provisions of the Uniform
Fire Code hereby adopted are hereby amended, deleted or
augmented as more particularly set forth below, to wit:
(a) Sections 1.218 and 1.219 are added to the Uniform
Fire Code to read, respectively, as follows:
Sec. 1.218. BLOCKING, ETC. NOTICE
Any person excavating, or working upon any street,
alley or public thoroughfare and by reason thereof, or
for any other reason, causing the same to be blocked or
made -impassable, shall notify the Chief of the Fire
Department at the time such work is started and upon
completion thereof.
Sec. 1.219. FIRE DEPARTMENT BADGE
No person shall wear, display, or have in his
possession any badge or shield, of the same design as
adopted as the official badge or shield of the City
Fire Department, unless such person shall be duly appointed
an acting member of said Fire Department or has been
honorably retired on a pension and has in his possession
an official badge or shield presented to him by the City
Council.
. (b) Section 13.312 of said Fire Code is amended by
amending paragraph 5 thereof to read:
5. Outlets. Every standpipe shall be equipped
with a 2-1/2-inch outlet not less than 2 feet nor more
than 4 feet above the floor level at each story. All
standpipes shall be equipped with a three-way 2-1/2-
inch outlet above the roof line when the roof has a pitch
of less than 4 inches in 12 inches. Roof outlets are
not required for roofs with a pitch greater than 4
inches in 12 inches. All outlets shall be installed so
that a 12-inch long wrench may be used in connecting
the hose with wrench clearance on all sides of the
outlet. Standpipes located in smokeproof enclosures
shall have outlets at the vestibule or balcony. In
areas subject to freezing, wet standpipe systems shall
be protected from freezing.
(c) Section 13.313 of said Fire Code is amended by
adding the following subparagraphs thereto:
e. Water Supply
(1) An adequate water supply for fire protection,
either temporary or permanent, shall be made
available as soon as combustible material
accumulates. There shall be no delay in the
• installation of fire protection equipment.
(2) Where underground water mains are to be provided,
they should be installed, completed, and made
available for permanent use not later than the
time that combustible materials are delivered
to the construction site.
f. Access for Fire Fighting
(1) Access for use of heavy fire fighting equipment
shall be provided to the immediate job site at
the start of construction and maintained until
all construction is completed.
(2) Free access from the street to fire hydrants,
and to outside connections for standpipes,
sprinklers, or other fire extinguishing equip-
ment, whether permanent or temporary, shall be
provided and maintained at all times. Protective
pedestrian walkways should not be so constructed
as to impede ready access to hydrants. No material
or construction shall be placed within ten feet
of such hydrants or connections, nor between them
• and the center line of the street.
(3) During building operations, free access to per-
manent, temporary or portable first aid fire
equipment shall be maintained at all times.

(4) In all buildings over 50 ft. in height, at least
one stairway shall be provided in usable condition
at all times. This stairway shall be extended
upward as each floor is installed by new con-
struction.
(5) Arrangements shall be made so that firemen will
have immediate access to the premises when called.
Fire Cutoffs
Fire walls and exit stairways, required for the
completed building, should be given construction
priority. Fire doors, with automatic closing
devices, should be hung on openings as soon as
practicable and before any significant quantity
of combustible material is introduced.
Conversely for demolition projects, fire cutoffs
should be retained as such until razing operations
necessitate their removal.
Sprinkler Protection
(1) If automatic sprinkler protection is to be
provided, the installation should closely follow
the construction and be placed in service before
or immediately following completion of each
story, and before any occupancy is moved into
a completed area. Details of installation
should be in accordance with NFPA Standard No.
13, Installation of Sprinkler Systems.
(2) During demolition, existing automatic sprinkler
installations should be retained in service as
long as reasonable by cutting off and capping
the system at the floor or area being razed.
Operation of sprinkler control valves should be
permitted only by properly authorized personnel.
Modification of sprinkler systems to permit
alterations or additional demolition should be
expedited so that the automatic protection may
be returned to service as quickly as possible.
Sprinkler control valves should be checked daily
at close of work to ascertain that protection
is in service.
Disposal of Waste
(1) Waste material and rubbish shall not be stored
nor allowed to accumulate within the building or
in the immediate vicinity, but shall be removed
from the premises as rapidly as practicable.
(2) Rubbish shall not be burned on the premises.
J. Flammable Liquids
• (1) Flammable liquids and other hazardous materials
such as paints, flammable thinners, gasoline,
asphalt and tar should be stored in small detached
structures or out in the open and not inside
main buildings. Low flash point liquids used

within buildings shall be handled only in
approved safety cans. Flammable liquid storage
should be in accordance with NFPA Standard No.
30, Flammable and Combustible Liquids Code.
(2) Adequate ventilation shall be provided for paint
• spraying operations and operations involving the
application of materials utilizing adhesives
containing flammable solvents. Such operations
shall be conducted remote from any potential
source of ignition.

(3) Asphalt and tar kettles shall be located in a
safe place outside of the building or on a non-
combustible roof at a point where they avoid
danger of ignition of combustible material below.
Continuous supervision shall be maintained
while kettles are in operation and metal covers
shall be provided for all kettles to smother
out flames in case of fire.
(4) Used roofing mops shall be stored outside the
building and away from other combustible
materials.
(d) Section 13.315 is added to said Fire Code to
Sec. 13.315. COOKING EQUIPMENT
All commercial cooking equipment shall be
installed and protected as outlined in the 1973
Edition of N.F.P.A. pamphlet #96.
• (e) Section 27.111 of said Fire Code is amended by
adding the following paragraph thereto:
Heavy duty galvanized wire spark arresters shall
be securely installed in all new chimneys where the
surrounding roof covering is wooden shingles.
(f) Sections 27.206 and 27.207 are added to said
Fire Code to read, respectively, as follows:
Sec. 27.206. DUMPING ON VACANT LOTS.
It shall be unlawful for any person to deposit
any grass, weeds, brush, debris, trash or other
waste material upon any vacant lot or parcel of ground
within the City except with the written consent of
the owner thereof.
Sec. 27.207. BLOCKING FUSES.
It shall be unlawful for any person to block
or allow to be blocked in any manner any fuse or
fuses used in any electrical circuit located within
any building or structure.
• (g) Section 24.111 is added to said Fire Code to
read:
Sec. 24.111. PERMIT REQUIRED.
A single permit shall be required for the

initial installation of an oil burner and a fuel oil
tank used in connection therewith that is in excess
of 25 gallons in a building or in excess of 60
gallons outside of a building. A separate permit
shall be required for the replacement of either the
oil burner or a fuel oil tank connected to the oil
burner.
3202. LIMITS OF DISTRICTS IN WHICH STORAGE OF FLAMMABLE
LIQUIDS IN OUTSIDE ABOVE -GROUND TANKS IS PROHIBITED.
(a) The limits refer and to in Sec. 15.201 of the Uniform
Fire Code in which storage of flammable liquids in outside above-
ground tanks is prohibited are hereby established as follows:
Any area of the City except that specifically designated under
the zoning provisions of this code as Zone M-1.
(b) The limits referred to in the Uniform Fire Code
in which new bulk plants for flammable liquids are prohibited
are hereby established as follows: Any area of the City except
those areas which are zoned M-1 under the zoning provisions
of this Code.
3203. LIMITS IN WHICH BULK STORAGE OF LIQUIFIED PETROLEUM
GASES ARE RESTRICTED.
The limits referred to in Sec. 20.105 of the Uniform
Fire Code in which bulk storage of liquid petroleum gas is
restricted are hereby established as follows: The entire
area of the City."
SECTION 3. The City Clerk shall certify to the passage
of this ordinance and shall cause the same to be published as required
by law.
