AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA REPEALING SECTIONS 8110, 8110.1,
8120, 8121 AND 8130 OF THE WEST COVINA MUNICIPAL
CODE, ADDING SECTIONS 8110, 8110.1 8120, 8130,
. AND PART 4 TO CHAPTER 1 OF ARTICLE VIII THERETO,
AND AMENDING THE CHAPTER HEADING OF CHAPTER 1
OF ARTICLE VIII THEREOF, RELATING TO THE ADOPTION
OF THE UNIFORM BUILDING CODE (1973 EDITION),
UNIFORM MECHANICAL CODE (1973 EDITION), UNIFORM
HOUSING CODE (1973 EDITION), UNIFORM CODE FOR
THE ABATEMENT OF DANGEROUS BUILDINGS (1973 EDITION)
UNIFORM PLUMBING CODE (1973 EDITION) AND THE
NATIONAL ELECTRICAL CODE (1971 EDITION), AND
MAKING CERTAIN CHANGES THEREIN REQUIRED TO MEET
LOCAL CONDITIONS.
The City Council of the City of West Covina does ordain
as follows:
SECTION 1. The Chapter heading of Chapter 1 of Article
VIII of the West Covina Municipal Code is amended to read:
"CHAPTER 1 - UNIFORM BUILDING AND OTHER UNIFORM CODES"
SECTION 2. Sections 8110, 8110.1, 8120, 8121 and
8130 of said Code are hereby repealed.
SECTION 3. Section 8110 is added to said Code to read:
"8110. BUILDING AND MECHANICAL CODES ADOPTED, 1973 EDITION.
• Those certain documents, three copies of each of which
being marked and designated, respectively, as Uniform Building
Code, 1973 Edition, and Uniform Mechanical Code, 1973 Edition,
published by the International Conference of Building Officials,
be and the same are hereby adopted as the Building and Mechanical
Codes of the City for the regulating of the erection, con-
struction, enlargement, alteration, repair,.moving, removal,
demolition, conversion, occupancy, equipment, use, height,
area and maintenance of all buildings or structures within
the City, providing for issuance of permits and collection
of fees therefor, declaring and establishing fire zones, and
each and all of the regulations, provisions, penalties,
conditions and terms of the Uniform Building Code, 1973 Edition,
and the Uniform Mechanical Code, 1973 Edition, published by
the International Conference of Building Officials, on file
in the office of the City Clerk, are hereby referred to,
adopted and made a part hereof as if fully set out in this Part."
SECTION 4. Section 8110.1 is added to the West Covina
Municipal Code to read:
"8110.1. AMENDMENTS TO UNIFORM BUILDING CODE.
(a) Paragraph (a) of Sec. 1310 of the Uniform Building
Code is amended to read:
• (a) Fire Detection Systems. Every hotel,
convent and monastery and every dwelling unit within
an apartment house shall be provided with approved
detectors of products of combustion other than heat
conforming to U.B.C. Standard No. 43-6 mounted on the
ceiling or wall at a point centrally located in the corridor
or area giving access to rooms used for sleeping purposes.
In an efficiency dwelling unit the detector shall be
centrally located on the ceiling of the main room. Where
• sleeping rooms are on an upper level, the detector shall
be placed at the center of the ceiling directly above
the stairway. All detectors shall be located within
12 inches of the ceiling. Care shall be exercised to
insure that the installation will not interfere with
the operating characteristics of the detector. When
actuated, the detector shall provide an alarm.
(b) Section 1807 of the Uniform Building Code is
amended by repealing paragraph b thereof and amending
paragraphs (c), (e), (f), (h), j and. (m) and adding paragraph
(n) thereto to read, respectively, as follows:
(c) Fire Alarm. A manual fire alarm box shall
be located adjacent to exit doors into stairway shafts
and in every elevator lobby. The box shall be con-
nected to the Central Control Station and to the
voice communication system as required by Section
1807 (f) and (g).. The system shall be designed in
accordance with U.B.C. Standard No. 18-1, NFPA 71,
72A or 72B.
(e) Voice Alarm System. Both the detection system
and the fire alarm system shall activate a voice
alarm system capable of being operated from the Central
Control Station on a general as well as a selective
basis. The alarm shall be designed to be heard by
all occupants within the building or designated portions
thereof as specified for the voice communication system.
The elevator lobby detector required by Chapter 51
shall be connected to the system.
(f) Voice Communication System. There shall be
two separate, approved continuously, electrically
supervised voice communication systems; one for Fire
Department communication system and the other a public
voice communication (address) system between the central
control station and the following areas:
1. Elevators, elevator lobbies, corridors and
stairways.
2. Any single area exceeding 1000 square feet in
area.
3. Each dwelling unit and hotel guest room.
When approved, the Fire Department system may be
combined with the public voice communication system
and voice alarm system.
Subparagraphs 2 and 3 of paragraph (h):
2. The mechanical air handling equipment may be
designed to assist smoke removal. Under fire con-
ditions, the return and exhaust air shall be taken
directly to the outside without recirculation to
other sections of the building.

Subparagraph 7 of paragraph j:
7. Circuit to latches on stairway doors.
The first two lines of paragraph (m) are amended
to read:
• (m) Fire Sprinkler. Sprinkler protection conforming
to the following shall be provided:
(v) of subparagraph 2 is deleted and the following
is added to subparagraph (m) to read:
3. The fire protection systems in the afore-
mentioned section will be required to be
tested annually and after any major repair
or modification. The testing must be
witnessed by a representative of the West
Covina Fire Department in cooperation with
the building management at a time agreeable
to all parties concerned. The West Covina
Fire Department will not be held liable
for any conditions arising from such tests.
(c) Section 3802 of the Uniform Building Code is
amended by amending subparagraph 8 and adding subparagraphs
12, 13, 14, 15 and 16 to paragraph (b) thereof to read,
respectively, as follows:
8. In all buildings over 7500 square feet on one
floor, or if more than one story, the combined area of
all floors is 12,000 square feet; however, the area
and height increases specified in Secs. 5o6 (c) and
• 507 shall be permitted.
12. In all restaurants 4,000 square feet or more.
13. In all parking structures regardless of area
or height.
Exception: Where access is sufficient to allow
the use of heavy duty fire apparatus.
14. In all automobile parking areas which are
located beneath any structure used for human occupancy
regardless of area.
E,ption: This will not apply to Group I occupancies.
15. In all buildings having a place of public
assembly above the first floor with an occupancy load
of over 100.
16. Where access for fire apparatus and equipment
is unduly difficult to a building not already covered
by this chapter, the installation of sprinklers may be
required."
is SECTION 4. Section 8120 is added to the West Covina
Municipal Code to read:
118120. Uniform Plumbing Code Adopted.
That certain document, three copies of which are on file
in the office of the City Clerk, marked and designated as

"Uniform Plumbing Code", 1973 Edition, is hereby adopted as
the Plumbing Code of the City for the protection of the public
health and safety requiring a permit for the installation or
alteration of plumbing, gas and drainage systems, defining
certain terms, establishing minimum regulations for the
installation, alteration, or repair of plumbing, gas and
drainage systems and the inspection thereof and providing
penalties for its violation and the same is hereby made a
part hereof as if fully set out herein."
SECTION 5. Section 8130 is added to the West Covina
Municipal Code to read:
"8130. NATIONAL ELECTRICAL CODE, 1971 EDITION, ADOPTED.
That certain Code entitled "National Electrical Code",
1971 Edition, as approved by the American National Standards
Institute, three copies of which are on file in the office of
the City Clerk, is hereby adopted and by this reference made
a part hereof as if fully set out herein."
SECTION 6. Part 4 is added to Chapter 1 of Article VIII
to read:
"PART 4 - OTHER UNIFORM CODES
8170. UNIFORM HOUSING CODE, 1973 EDITION, ADOPTED.
That certain code entitled "Uniform Housing Code",
1973 Edition, as approved by the International Conference of
Building Officials, three copies of which are on file in the
office of the City Clerk, is hereby adopted and by this reference
made a part hereof as though fully set forth herein.
8172. UNIFORM CODE FOR THE ABATEMENT OF DANGEROUS BUILDINGS,
1973 EDITION, ADOPTED.
That certain code entitled"Uniform Code for the Abatement
of Dangerous Buildings° 1973 Edition, as approved by the
International Conference of Building Officials, three copies
of which are on file in the office of � the City Clerk, is hereby
adopted and by this reference made a part hereof as though
set forth herein in full.:'
SECTION 7. The City Clerk shall certify to the passage
of this ordinance and shall cause the same to be published as required
by law.
