ORDINANCE NO. 1219
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA PROHIBITING THE ISSUANCE OF BUILDING
PERMITS FOR ADDITIONS TO, OR ALTERATIONS IN, THE
EXTERIOR OF BUILDINGS WITHIN A PORTION OF THE
CENTRAL BUSINESS DISTRICT REDEVELOPMENT AREA
PENDING THE COMPLETION OF A ZONING STUDY OF THE
AREA, AND DECLARING THE URGENCY THEREOF TO TAKE
EFFECT IMMEDIATELY.
The City Council of the City of West Covina does ordain
as follows:
SECTION 1. The City Council of the City of West Covina
finds that the construction of additions to existing buildings or
the alteration or reconstruction of the exterior of existing buildings
located in the immediate vicinity of the Phase I area of the Central
Business District Redevelopment Area may result in development that
is incompatible with, or inferior to, the planned Phase I develop-
ment and that pending a zoning study of the area, including parking
ratios and development standards, the issuance of building permits
for construction of, additions to, or alterations in, the exterior
of buildings within the area should be prohibited.
SECTION 2. On the date of the adoption of this ordinance
and for a period of ninety days thereafter, no building permit shall
be issued which would permit the construction of additions to existing
buildings or the alteration or reconstruction of the exterior of
existing buildings within that area of the City bounded by Garvey
Avenue, Sunset Avenue, West Covina Parkway, and California Avenue.
SECTION 3. Nothing in this ordinance shall prohibit the
alteration or reconstruction of the interior of any building within
the area or the erection of conforming signs on any building within
the area.
SECTION 4. This ordinance is necessary for the protection
of the public safety, health and welfare, is enacted pursuant to
Section 65858 of the Government Code and shall be effective upon the
date of its adoption.
The facts constituting its urgency are: Preliminary
plans for Phase I of the Central Business District Redevelopment
Project have now been completed and the character of the development
and the location of facilities has been established. In order to
prevent incompatible or inferior development within the vicinity of
the project until feasibility studies for appropriate zoning can be
completed, it is necessary that this ordinance take immediate effect.
The protection of property and the protection of the public peace
and safety requires that appropriate zoning regulations be enacted
to insure development which is consistent with Phase I of the Central
Business District Redevelopment Project.
SECTION 5. The City Clerk shall certify to the passage
of this ordinance and shall cause the same to be published as required
by law.
