AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA
AMENDING SECTIONS 6350 AND 6351 OF, AND ADDING SECTIONS 6350.1
AND 6350.2, TO THE WEST COVINA MUNICIPAL CODE RELATING TO THE
DISTRIBUTION OF COMMERCIAL ADVERTISING
The City Council of the City of West Covina does ordain as
• follows:
SECTION 1. Section 6350 of the West Covina Municipal Code
is amended to read:
"6350. Regulating the Distribution of Commercial Advertising.
No person shall distribute, throw or deliver or cause to
be distributed, thrown or delivered any commercial advertising
paper, commercial advertisement, commercial handbill or dodger
or advertising sampler or waste paper upon any public street,
alley, parkway, sidewalk or other public place in the City
or upon or in any automobile or other vehicle of another per-
son which is parked upon any public street, alley, sidewalk,
or other public place within the City."
SECTION 2. Section 6350.1 is added to said code to read:
116350.1. Distribution of Commercial Advertising on Private
Premises.
No person shall distribute, throw or deliver or cause to be
distributed, thrown or delivered any commercial advertising
paper, commercial advertisement, commercial handbill or dod-
ger or advertising sampler or waste paper upon or in any
private premises if the owner or occupant thereof has posted
a sign upon the property reading "no advertising" or words of
similar import declaring that the.owner or occupant of the
premises objects to the deposit of such material upon the
property."
SECTION 3. Section 6350.2 is added to said code to read:
"6350.2. Notice of Objection.
Any owner or occupant of any private property who objects
to the deposit of commercial advertising papers, commercial
advertisements, commercial handbills or dodgers or adver-
tising samplers upon such property may notify the City Clerk
in writing that he objects to the delivery or deposit of such
materials upon the property and identify it by street and num-
ber. The City Clerk shall maintain a current list of the ad-
dresses of all such objectors available for public inspection.
It shall be unlawful for any person to distribute, throw or
deliver or cause to be distributed, thrown or delivered any
such commercial advertising paper, commercial advertisement,
commercial handbill or dodger or advertising sampler upon
the property of any person the address of which is contained
upon the current list of objectors on file in the office of
the City Clerk."

SECTION 4. Section 6351 of said code is amended to read:
"6351. Applicable Distribution.
Nothing in this part shall be construed to prohibit the de-
livery or distribution of any complete newspaper or other
printed matter which has been handled or is capable of being
handled as second class matter in the United States mails
under the provisions of the United States Post Office regu-
lations and other applicable United States statutes or re-
gulations."
SECTION 5. The City Clerk shall certify to the passage of this
ordinance and shall cause the same to be published as required by
law.
