Ordinance - 1205ORDINANCE NO. 1205 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA AMENDING SECTIONS 3300 AND 3302 OF THE WEST COVINA MUNICIPAL CODE, RELATING TO THE TAKING OFF OR LANDING OF AIRCRAFT. The City Council of the City of West Covina does ordain as follows: SECTION 1. Section 3300 of the West Covina Municipal Code is amended to read: read: 1'3300. TAKING OFF OR LANDING AIRCRAFT. No person shall land or take off any aircraft, airplane or helicopter within the City, except at an established airport or heliport, without the consent of the owner of the property, on which the same lands or takes off and without a written permit to do so issued by the City Manager or in conflict with the terms or conditions of any such applicable permit." SECTION 2. Section 3302 of said code is amended to "3302. INVESTIGATION OF PERMIT. The City Manager may make such investigation of the application and all facts relating to the same as he may deem proper and if he finds that the proposed landing and take off will serve a necessary or useful purpose, will not endanger life or property or create a public safety or fire hazard, will not create a public or.private nuisance and will not be contrary to the general public welfare, he shall issue the permit. Otherwise such permit shall be denied. Any such permit may be issued subject to terms and conditions determined by the City Manager to be neces- sary or desirable for the protection of life or property or the general public welfare." SECTION 3. The City Clerk shall certify to the passage of this ordinance and shall cause the same to be published as required by law. Passed and approved this 25th day of September -1 1972.
