ORDINANCE NO. 1187
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA PROHIBITING THE SINGLE FAMILY
RESIDENTIAL USE OF PARCELS OF LAND WHICH ARE
CONTIGUOUS TO THE SAN BERNARDINO FREEWAY OR ITS
SERVICE ROADS WITHIN THE CITY OF WEST COVINA
PENDING THE'COMPLETION OF A ZONING STUDY OF THE
AREA, AND DECLARING THE URGENCY THEREOF TO TAKE
EFFECT IMMEDIATELY.
The City Council of the City of West Covina does ordain
as follows:
SECTION 1. After notice and public hearing as required
by law, the City Council of the City of West Covina finds that the
proposed widening of the San Bernardino Freeway requires a restudy
by the City Planning Commission and the City.Council of the area
contiguous to the freeway and its service roads for the purpose of
determining those uses of property which are compatible with the
freeway and existing uses which are contiguous thereto -with parti-
cular reference to the uses which should be permitted for parcels
of land which are too small to be used for the purpose for which
the parcels are presently zoned.
SECTION 2. On the date of the adoption of this ordinance
and for a period of one year thereafter the use of any parcel of
land which is contiguous to the San Bernardino Freeway or any of its
service roads for single family residential purposes is prohibited.
Any parcel of real property which was actually in use for single
family residential purposes on the date this ordinance becomes
effective shall constitute a non -conforming use and shall be subject
to all of the provisions of Part 21 of Chapter 2 of Article IX of
the West Covina Municipal Code.
SECTION 3. This ordinance is necessary

of this ordinance and shall cause the same to be published as
required by law.

The City Council of the City of West
Covina does ordain as follows: ' S
SECTION 1. The City Council of'the

essary for the protection of the pub-
lic safety; health and welfare; is
enacted pursuant to Section 65858 of
the Government Code and shall be ef-
fective upon the date of its adoption. "

are.
At the :time the area known, as • ''
Southerly Annexation District No. 213 .
was annexed to the City of. West Cov-
ina, the area, was included in Los
Angeles County Zone R1-20,000. In or-
der to . prevent further development
within the area until feasibility stud-
ies for appropriate zoning can be
completed, it is necessary that this
.ordinance take immediate effect. The
protection of property and the' protec-
tion of the public peace and safety
requires that the area be rezoned to
insure development which is con-
sistent with that which exists in the
area.
SECTION 4. The City Clerk shall
certify to the passage of this ordi-
nance and shall cause the same to be
published as required by law.
