AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA PROHIBITING THE ISSUANCE OF BUILDING
PERMITS FOR THE CONSTRUCTION OF SINGLE FAMILY
RESIDENCES WITHIN THAT PORTION OF THE CITY OF
WEST COVINA ANNEXED TO THE CITY AS WEST COVINA
SOUTHERLY ANNEXATION DISTRICT NO. 213 PENDING
• THE COMPLETION OF A ZONING STUDY OF THE AREA
AND DECLARING THE URGENCY THEREOF TO TAKE
EFFECT IMMEDIATELY.
The City Council of the City of West Covina does ordain
as follows:
SECTION 1. The City Council of the City of West Covina
finds that the area annexed to the City of West Covina as Southerly
Annexation District No. 213 was zoned by the County of Los Angeles
as R1-20,000 and that the development standards applicable to that
zone would permit development that is inferior to that currently
existing in the area and that pending a zoning study of the area,
the construction of new single family residences within the area
should be prohibited.
SECTION 2. On the date of the adoption of this ordinance
and for a period of ninety days thereafter no building permit shall
be issued which would permit the construction of a single family
residence within that area of the City included in Southerly Annexa-
tion District No. 213.
SECTION 3. This ordinance is necessary for the protection
of the public safety, health and welfare; is enacted pursuant to
Section 65858 of the Government Code and shall be effective upon the
• date of its adoption.
The facts constituting its urgency are:
At the time the area known as Southerly Annexation District
No. 213 was annexed to the City of West Covina, the area was included
in Los Angeles County Zone R1-20,000. In order to prevent further
development within the area until feasibility studies for appropriate
zoning can be completed, it is necessary that this ordinance take
immediate effect. The protection of property and the protection of
the public peace and safety requires that the area be rezoned to insure
development which is consistent with that which exists in the area.
SECTION 4. The City Clerk shall certify to the passage of
this ordinance and shall cause the same to be published as required by
law.
