Ordinance - 1164ORDINANCE NO. 1164 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA RELATING TO LIMITATIONS UPON THE USE OF PROPERTY FOR SERVICE STATION PURPOSES AND DECLARING THE URGENCY HEREOF TO TAKE EFFECT IMMEDIATELY. The City Council of the City of West Covina does ordain as follows: SECTION 1. During the time this ordinance is in effect, nothing in Sections 9211.3, 9212.91 9213.9 or any other provision of the West Covina Municipal Code shall be construed as prohibiting the outdoor display of vehicles being offered for rent upon property which is being occupied and used for automobile service station purposes. SECTION 2. This ordinance shall cease to be effective for any purpose ninety days after its effective date. SECTION 3. This ordinance is an urgency ordinance, the enactment of which is required to protect the public peace, health and welfare and it shall be effective from and after the date of its adoption. The facts constituting its urgency are: The economic well-being of automobile service station operators in the City of West Covina and their ability to compete with other automobile service station operators in the area is threatened by the requirement that all business activities conducted on the premises be conducted within an enclosed building. Pending the study and adoption of those regulations that are necessary for the protection of the public interest and welfare, the operators of automobile service stations should be permitted to continue to display trailers and other vehicles offered for rent on the service station site even though the vehicles are not within an en- closed building. SECTION 4. The City Clerk shall certify to the passage of this ordinance and shall cause the same to be published as required by law.
