ORDINANCE NO. 1135
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA AMENDING SECTIONS 9201, 9203, 9204,
AND 9216.2o OF THE WEST COVINA MUNICIPAL CODE
RELATING TO FOSTER FAMILIES AND FOSTER HOMES. (Amendment No.109)
The City Council of the City of West Covina does.ordain as
follows:
SECTION 1. The definition of FAMILY contained in Section
9201 of the West Covina Municipal Code is hereby repealed and the
following definitions are added to said section in the place thereof:
"FAMILY, NATURAL. - An individual or two (2) or more persons
related by blood or marriage (includes adopted children or those
pending adoption) excluding servants, living together as a single
housekeeping unit in a dwelling unit.
FAMILY, UNRELATED. - An individual or two (2) cr more persons
related or unrelated by blood or marriage but not more than five (5)
persons, excluding servants, living together as a single housekeeping
unit in a dwelling unit.
FOSTER FAMILY. - Any family residence, non -institutional in
character, providing twenty-four (24) hour care for not more than
four (4) children under sixteen (16) years of age, as defined and
licensed by or under the regulations of the Department of Social
Welfare of the State of California. -
• FOSTER HOME. - Any family residence, non -institutional in
character, providing twenty-four (24) hour care for more than four
. (4) children under sixteen (16) years of age, as defined and licensed
by the Department of Social Welfare of the State of California."
SECTION 2. Section 9203 of said code is amended by adding
thereto paragraph (i) reading as follows:
"(i) FOSTER FAMILY."
SECTION 3. Section 9204 of said code is amended by adding
a new paragraph (i) thereto reading as follows:
"(i) FOSTER FAMILY."
SECTION 4. Section 9216.2e is added to said code to read:
"9216.2e. FOSTER HOMES.
A foster home shall be permitted in Zones R-A and R-1 after
the approval of an unclassified use permit. A foster home is pro-
hibited in Zones R-2, MF-25, MF-45, 0-P, N-C, C-2, C-C, C-3, R-C,
S-C, M-1, I-P, and P-B."
SECTION 5. The City Clerk shall certify to the passage'of..: ' i
this ordinance and shall cause the same to be published as required by
law.
