AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
"WEST COVINA ADDING SECTION 9224.3a TO THE WEST
COVINA MUNICIPAL CODE RELATING TO FILING FEES
IN CONNECTION WITH APPLICATIONS FOR VARIANCES
RECOMMENDED BY THE SIGN ADVISORY COMMITTEE AND
DECLARING THE URGENCY THEREOF TO TAKE EFFECT
IMMEDIATELY.
The City Council of the City of West Covina does ordain as
follows:
SECTION 1. Section 9224.3a is hereby added to the West
_Covina Municipal Code to read:
"9224.3a. WAIVER OF FEES FOR VARIANCE APPLICATIONS.
If the Sign Advisory Committee recommends the filing of an
application for a variance to authorize the maintenance and use of
an existing non -conforming sign, the application shall be deemed
to be City -initiated and shall be accepted for filing without the
payment of any fee."
SECTION 2. This ordinance is necessary for the immediate
preservation of the public peace, health or safety and shall be effective
upon the date of its adoption. The facts constituting its urgency are:
because of the large number of non -conforming signs in the City, the
strict enforcement of the sign ordinance has resulted in hardship to
existing businesses and to facilitate the review of such non -conforming
signs it is necessary that this ordinance take effect immediately.
SECTION 3. The City Clerk shall certify to the passage of
this ordinance and shall cause the same to be published as required by
• law.
