AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA AMENDING SECTIONS 6209, 62222 6235.1,
6235.4,, 6235.5 AND 6235.6 OF THE WEST COVINA
MUNICIPAL CODE RELATING TO BUSINESS LICENSES AND
DECLARING THE URGENCY THEREOF TO. TAKE EFFECT
• IMMEDIATELY.
The City Council of the City of West Covina does ordain as
follows:
SECTION 1. Section 6209 of the West Covina Municipal Code
is amended to read:
116209. LICENSE FEES. MONTHLY RATES. ANNUAL FEES.
Where a license fee in this Chapter is fixed at a monthly
rate, the same shall apply to the calendar month or fraction
thereof, unless otherwise herein provided.
All annual license fees shall be due and payable in lawful
money of the United States in advance on the first day of January
of each year. Any person doing business for less than the full
year and for which business an annual license fee is provided
shall be required to pay the amount of the license fee for a full
year, except that the fee for any such license issued on or after
July 1st of any year for the remainder of such calendar year to
a person not subject to be licensed by the City for the conduct
of such business during any part of the first six months of said
year shall be fifty percent of the annual license fee prescribed
• for such business.
If a person opens a new business with a fixed place of
business in the City during any year, the license fee for that
year only shall be pro -rated on a quarterly basis commencing with
the quarter in which the person opened the new business.".
SECTION 2. Section 6222 of said Code is amended to read:
116222. BRANCH ESTABLISHMENTS.
A separate license shall be obtained for each branch estab-
lishment or location of the business transacted and carried on
and for each separate type of business at the same location. Each
license shall authorize the licensee to transact and carry on only
the business licensed thereby at the location or in the manner
designated in such license.
Warehouses and distributing centers used in connection with
and incidental to a business licensed pursuant to the provisions
of this Chapter shall not be deemed to be separate places of
business or branch establishments."
SECTION 3. Section 6235.1 of said Code is amended to read:
11623501. CATEGORY CODE A.
• Apartments, hotels, motels, mobile home parks, convalescent
homes, nursing homes, hospitals"and businesses of a like nature
or similar character, whether,any of which are benevolent or non-
profit or not:
Minimum of $40.00 per year for the first five units plus an
additional $3.00 per year for each unit over five in number."

SECTION 4. Section 6235.4 of said Code is amended to read:
116235.4. CATEGORY CODE P. Professions and Services listed below

partner, manager or principal) plus:
$25.00 for each additional principal or professional
who is not an employee
$5.00 for each of first 10 employees-
14.00 for each employee over 10 in number"
SECTION 5. Section 6235.5 of said Code is amended to read:
• 116235.5• CATEGORY CODE C. Contractors.
1. General contractors who perform work in the City shall pay

an annual license fee of $5.00 per year. Such fee shall not be
prorated. In addition, all general contractors shall pay as a
part of the business license, a job fee, which fee shall be a
sum equal to the building permit fee or other general contracting
permit fee. The job fee shall be due and payable at the time
of issuance of the permit and shall be paid at the same time the
permit fee is paid.
2. An owner -builder shall be exempt from the payment of
any license fee or job fee if all work performed under a permit
is done exclusively by him upon his own property.
3. All other contractors who perform work in the City
shall pay an annual license fee of $40.00. If application for
a license is first made during the period from:
(a) April 1 to June 30 in any year, the fee shall be
$30.00 for the remainder of the year.
(b) July 1 to September 30 in any year, the fee shal
be $20.00 for the remainder of the year.
(c) October 1 to December 31 in any year, the fee
shall be $10.00 for the remainder of the year.
This paragraph shall apply only if the contractor is not per-
forming work under a general contractor and that general con-
tractor's building permit.
SECTION 6. Section 6235.6 of said Code is amended to read:
"6235.6. CATEGORY CODE S. Special Businesses - Fixed Fees
• Shall be as Stated Below:
1. Finance Companies - $100.00/yr.
2. Savings and Loan Associations - $100.00/yr.
3. Dance Permit (a) Public, (b) Cabaret Dancing -
$200.00/yr., or $25.00/dance.
4. Skating and Roller Rink - $100.00/yr.
5. Land Fills and Dumps - $500.00/yr.
6. Theatres and Movies - $.10/seat for first 500 seats
plus 5� for each seat over 500 in number per year.
7. Gyms and Figure Salons - $60.00/yr.
8. Billiard Parlors - $25.00 + $5.00 per table/yr.
9. Bowling Alleys - $25.00 + $5.00 per alley/yr.
10. Mailing and Telephone Service - $40.00/yr.
11. Laundromats and Coin -Operated washers and dryers.
(a) Laundromat - Coin -Operated - $40.00/yr., plus
$1.00/yr. for each coin -operated machine over 30
in number.
(b) Coin -operated washers and dryers - $40.00/yr. per
company plus $1.00/yr. for each machine over 30
in number, or $1.00/yr. for each machine, whichever
is least.
12. Vending machines:
(a) Cigarette Vending machines - $16.00 each/yr.
(b) Photo machines - $12.00 each/yr.
(c) Stamp machines - $3.00 each/yr.
(d) Bulk vending machines - $1.00/yr. per machine
• or $50.00/yr. per vendor, whichever is least.
As used in this paragraph, a bulk vending machine is a non -
electrically operated vending machine containing unsorted
nuts, confections or merchandise which, upon insertion of
a coin, dispenses the same in equal portions at random

without selection by the customer.
(e) All other vending machines - requiring 100 or
less to operate - $5.00 each/yr., requiring
more than 100 to operate - $10.00 each/yr.,
machines with more than one slot - $5.00/yr.
for each slot over one.
13. Peddlers and solicitors - $10.00 per day or $100.00
per year or, $150,00 per year per company.
14. Junk dealers - $10.00/day or $200.00/yr.
15. Bankruptcy, li r25.00;
idation and like sales:
30-day sale - 60-day sale - $50.00;
90-day sale - 5.00 (shall not apply to a licensed
business conducted for at least one year immediat4y
preceding such sale).
16. Carnivals and Circuses - $200,00 for first day +
$199.00 for each succeeding day.
17. Game and amusement machines - requiring less than
100 to operate - $10.00 per machine/yr.,requiring
10¢ or more to operate - $20.00 per machine/yr.
18. House Movers - $100.00/yr. or $25.00/day.
19. Taxicab Operators - $20.00 per cab or $200.00/yr.
per company.
20, Delivery or sale of goods or services by vehicle
or on foot within the City:
(a) WholeCzale Delivery - $15.00 per vehicle or
$150.00 per compan V2"O.00

(b) Retail Delivery - per vehicle or $200.00
per company/yr.
(c) Food Vendors - $40.00 per established route/yr.
(d) Laundry, dry cleaning or uniform service route;_
$40.00 per established route/yr.
(e) All other route sales or rentals - $40.00 per
vehicle or route/yr.
21. Service vehicles (place of business not in the City)-
$20.00 per vehicle or $500.00 per year per company.
22. Shoe Shine Stand - $10.00/yr, if not inside other
business.
23. Amusement shows - $5.00 per ride/yr.
24, Gardeners - $25,00 per year."
SECTION 7. This ordinance shall become operative on January
1, 1969.
SECTION 8. This ordinance is an urgency ordinance necessary
for the protection of the public peace, health and safety and shall,
therefore, go into effect immediately upon its passage.
This ordinance provides revenue for the necessary expenses of
the City and the public interest requires that it become operative
on January 1, 1969 when the renewal of business licenses is required.
SECTION 9. The City Clerk shall certify to the passage of this
ordinance and shall cause the same to be published as required by law.
