AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST
COVINA AMENDING CERTAIN SECTIONS OF THE WEST COVINA
MUNICIPAL CODE RELATING TO SPECIFICATIONS FOR PUBLIC
WORKS CONSTRUCTION.
The City Council of the City of West Covina does ordain as
follows:
SECTION 1. Section 5218.1 of the West Covina Municipal
Code is hereby amended to read as follows:
"5218.1 SAME. MATERIALS AND CONSTRUCTION TO MEET STANDARD
SPECIFICATIONS.
All materials used in any work done under provisions of this
Chapter shall be new, first-class material and shall conform
to, and the manner of construction shall meet all the
requirements prescribed by this Chapter or by the "Standard
Specifications for Public Works Construction', 1967 Edition,
on file in the Office of the City Clerk adopted as the
standard specifications for construction, installation and
alteration of both public and house connection sewers, and
all such work shall be approved by the City Engineer before
a certificate of final inspection will be issued.
The City Engineer may order tests of any material at the
expense of the permittee, to determine whether such
materials meet said specifications."
SECTION 2. Section 5245 of the West Covina Municipal Code
is hereby amended to read as follows:
"5245. KIND AND SIZE OF PIPE.
All pipe shall have bell and spigot ends and be either
clay or cast iron. All clay pipe six inches or more
in diameter, shall be first class vitrified glazed or
unglazed. All clay pipe four inches in diameter, shall
be first class vitrified clay pipe, ceramic glazed on
the inside and shall be joined by compression type joints
per Section 208-2(f) and Section 208-2(g) of the "Standard
Specifications for Public Works Construction", 1967 Edition,
adopted by the City and on file with the office of the
City Clerk. All cast iron pipe six inches in diameter
or less, shall be standard cast iron soil pipe."
SECTION 3, Section 5250 of the West Covina Municipal :Code
is hereby amended to read as follows:
115250. LAYING PIPE.
All pipe shall be laid in accordance with the "Standard
Specifications for Public Works Construction", 1967
Edition, adopted by the City and on file in the office
of the City Clerk. '

SECTION 9, Section 5250.14 of the West Covina Municipal Code
is hereby amended to read as follows:
"5250.14 SAME. PIPE JOINTS.
All cast iron pipe joints shall be caulked and jointed with
pig lead to the satisfaction of the City Engineer and in
accordance with Section 306-2. 3. 4 (b) of the "Standard
Specifications for Public Works Construction", 1967 Edition,
adopted by the City and on file in the office of the City
Clerk.
Approved joint material for clay pipe shall be as specified
in Section 306-2.3 of said "Standard Specifications'."
SECTION 10. Section 5251 of the West Covina Municipal Code
• is hereby repealed.
SECTION 11. Section 7114 of the West Covina Municipal Code
is hereby repealed.
SECTION 12. Section 7200 of the West Covina Municipal Code
is hereby amended to read as follows:
"7200. DEFINITIONS.
For the purpose of this Chapter the following words and
phrases are defined, and shall be construed as hereinafter
set out, unless it shall be apparent from the context that
they have a different meaning. Additional definitions are
contained in the "Standard Specifications for Public Works
Construction", 1967 Edition, adopted by the City and on
file in the office of the City Clerk.
(a) ASPHALT PAVEMENT shall mean any surface which is paved
with a mixture of rock, sand, and asphalt cement,
including any of those which are commonly known as
sheet asphalt, asphalt, concrete, or bitulithic
pavements.
(b) CITY ENGINEER means the City Engineer or duly appointed
Engineer of work of the City or his authorized deputy,
representative, or inspector.

(c) CONCRETE PAVEMENT shall mean any surface which is paved
with Portland cement concrete.
(d) CONCRETE GUTTER shall mean any gutter constructed of
Portland cement concrete.
(e) CONCRETE DRIVEWAY shall mean any driveway paved with
• Portland cement concrete.
(f) CURB shall mean any curb constructed of Portland cement
concrete.
(g) DANGER SIGN shall mean any sign that may be required by
the City Engineer to provide for the public safety and
convenience.
(h) MANHOLE shall mean any subsurface structure, which is
a part of any underground system, such as sewer, storm
drain, water, gas, electric light, electric power,
telephone, oil or other underground pipe or wire system,
and which has a surface cover with an exposed area of
one and one-half square feet or more.
(i) OILED SURFACE shall mean any surface of street which is
composed of a mixture of one or more spray coats of road
oil with sand, crushed rock, or decomposed granite, having
a total average thickness of approximately one inch or
less.
(j) PROSPECT HOLE shall mean any hole or excavation made in
• a pavement, driveway, sidewalk, or street area by
driving a metal bar or drill into the same or an
excavation made for the purpose of locating existing
utility pipes or conduits or leaks therefrom.
(k) RED FLAG shall mean a flag made of bright red cloth with
an area of at least one and one-half square feet of which one
dimension must be at least twelve inches.
(1) RED LIGHT shall mean a lighted red lantern or an electric
light, which emits a red light at least equal to a lighted
red lantern and can be seen at a distance of not less than
three hundred feet.
(m) ROCK AND OIL PAVEMENT shall mean any pavement, the sur-
face of which is composed of macadam pavement or a mixture
of rock, sand and either road oil or liquid asphalt, having
a total average thickness of more than one inch.
(n) SIDEWALK shall mean any pavement or surfacing provided
for the exclusive use of pedestrians.
(o) STAKE HOLE shall mean any hole made in a pavement,
driveway, or sidewalk by driving a metal bar or pin
into the same for moving a house, or for any similar
purpose.
(p) UNIMPROVED STREET shall mean any street the surface of
which is composed of dirt, soil, sand, gravel, decomposed
granite, or similar materials in their natural state;
or a surface of unbound or waterbound gravel or decomposed
granite.
(q) SAND EQUIVALENT VALUE shall be determined in accordance
with Section 211-3 of said "Standard Specifications for
Public Works Construction", 1967 Edition.
(r) RELATIVE COMPACTION shall be determined in accordance
with Section 211-2 of said "Standard Specifications for
Public Works Construction", 1967 Edition."
SECTION 13. Section 7229 of the West Covina Municipal Code
is hereby repealed.
SECTION 14. Section 7230 of the West Covina Municipal Code
is hereby repealed.
SECTION 15. Section 7231 of the West Covina Municipal Code
is hereby repealed.
SECTION 16. Section 7233 of the West Covina Municipal Code
is hereby repealed.
SECTION 17. Section 7237 of the West Covina Municipal Code
is hereby amended to read as follows:
"7237. BACKFILLING OF EXCAVATIONS.
All excavations made within existing or future public rights -
of -way shall be backfilled in such a manner so as to conform
with Section 306-1 of the "Standard Specifications for Public
Works Construction ", 1967 Edition, -adopted by the City and
on file in the office of the City Clerk.
The permittee shall furnish good and sufficient evidence that
the backfilled material has been compacted in accordance with
the provisions of said Section 306-1, or guarantee all of
his work of backfilling and consolidation, and the mater-
ials used therein for a period of one year from the date of
completion of the work accomplished under the provisions of
the permit."
SECTION 18. Section 7238 of the West Covina Municipal Code
is hereby repealed.
SECTION 19. Section 7239 of the West Covina Municipal Code
is hereby amended to read as follows:
`7239• RESURFACING AND SUBGRADE REQUIREMENTS.
The permittee shall resurface all portions of the street,
alley, sidewalk or other paved public place, damaged, destroyed,
or removed by his excavation, construction, or operations in
accordance fgith the"Standard Specifications for Public Works

Construction", 1967 Edition, adopted by the City and on file
in the office of the City Clerk, except as set forth in
Section 7239.1, 7239.2 and 7239.3 below."
SECTION 20. The West Covina Municipal Code is hereby amended
by the addition thereto of a new Section 7239.1 reading as follows:
0 117239.1 PAVEMENT REPLACEMENT.
All pavement wearing surfaces destroyed or removed, shall
be replaced to a thickness one inch greater than that of
the surrounding pavement wearing surface. In the event
there is no base material to be replaced, a minimum of four.
inches of wearing surface shall be laid."
SECTION 21. The West Covina Municipal Code is hereby amended
by the addition thereto of a new Section 7239.2 reading as follows:
"7239.2 REMOVAL OF SUBSTANDARD SUBGRADE.
When in the opinion of the City Engineer, the backfilled
material fails to provide a suitable subgrade for the
resurfacing of the excavation, the permittee may be
required to remove up to one and one-half feet of said
backfill and replace it with crushed rock or tither suitable
material designated by the City Engineer."
SECTION 22. The'West Covina Municipal Code is hereby amended
by the addition thereto of a new Section 7239.3 reading as follows:
• "7239.3 SEAL. COATING ON RESURFACING.
Whenever required by the City Engineer, all final resurfacing
shall be seal -coated in accordance with the standard street
specifications of the City."
SECTION 23. Section 7240 of the West Covina Municipal Code
is hereby repealed.
SECTION 24. Section 7242 of the West Covina Municipal Code
is hereby amended to read as follows:
"7242. MATERIALS AND CONSTRUCTION TO MEET STANDARD
SPECIFICATIONS.
All material used in any work done under the provisions of
this Chapter shall be new, first class material and shall
conform to, and the manner of construction shall meet all
of the requirements prescribed by this Chapter or by the
"Standard Specifications for Public Works Construction",
1967 Edition, adopted by the City and on file in the office
of the City Clerk. The City Engineer may order tests of any
material at the ,expense of the permittee, to determine if
whether said materials meet said "Standard Specifications"A
SECTION 25. The City Clerk shall certify to the passage of
this ordinance and shall cause the same to be published as required by
law.
