ORDINANCE NO. 1015
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF WEST COVINA AMENDING CERTAIN PROVISIONS
OF THE WEST COVINA MUNICIPAL CODE RELATING
TO SIGNS WHICH SIMULATE MOTION AND TO TIME
AND TEMPERATURE SIGNS.
The City Council of the City of West Covina does ordain
as follows:
SECTION 1. Section 8425 of the West Covina Municipal
Code is hereby amended to read as follows:
"8425. SIMULATED MOTION.
No sign, including the illumination thereof, here-
inafter erected or maintained in the City, shall
rotate or otherwise move, nor shall said sign be
so designed or operated so as to flash or in any
way simulate motion. However, a sign, or any
portion thereof, which shows only the time or the
correct temperature or both, shall not be subject
to the prohibition of this section, provided that
a permit for erection of same has been issued by
the City Council. The City Council shall issue a
permit for a sign described in the preceding
sentence, only if it finds that erection and opera-
tion thereof would not have a substantial adverse
effect on surrounding property or on the public
peace, health, safety and welfare."
SECTION 2. The City Clerk shall certify to the passage
of this ordinance and shall cause the same to be published as
required by law.
