AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA AMENDING CERTAIN SECTIONS OF THE
WEST COVINA MUNICIPAL CODE RELATING TO THE KEEPING
OF ANIMALS IN THE CITY.
The City Council of the City of West Covina does ordain
as follows:
SECTION 1. Sections 4300, 4300.12 4301, 4302, 4302.1. and
4303 of the West Covina Municipal Code are hereby amended to
read, respectively, as follows:
114300. KEEPING OF CERTAIN ANIMALS PROHIBITED.
No person shall keep, possess, maintain,
raise , harbor or liberate within the City
any of the following:
(a) Any wild and dangerous animal;
(b) Any venomous or poisonous snake or
reptile;
(a) Any hogs, pigs or swine.
This section shall not apply to the transporta-
tion of any such animal, snake or reptile through
the City, provided adequate and secure safe-
guards are taken to prevent the escape thereof
and to protect the public nor shall this
section apply to any circus, show or tem-
porary event involving the exhibition of such
animals, snakes or reptiles while the same is
legally located and permitted within the City.
Other types of animals, birds and pets shall
be subject to the regulations of the Zoning
Chapter of this Code.
4300.1. DEFINITIONS.
As used in this chapter,
(a) "Animal" means and includes all mammals,
fowls, birds, reptiles, bugs, insects
and fish.
(b) "Wild animal" means any animal of a species,
breed or kind not generally and commonly
• propagated and raised by man in this State
for use as a household pet or domestic or
domesticated animal.

(c) "Dangerous animal" means any animal of
a species, breed or kind, which in its
wild or untamed condition is capable of
and, if aroused, is likely to cause
death or serious injury to humans, or
which would cause serious fear or alarm
to the average person if seen wandering
at large in an inhabited community.
4301. SAFE KEEPING OF ANIMALS.
Every person who is the owner or has the care,
custody, or control of any cow, dog, goat,
horse, ox, poultry, rabbits or any other rodent,
sheep, swine, or any wild animal, shall keep
the same upon premises under control of such
person, restrained by a fence, cage, coop,
chain, leash or other adequate means so that
the said animal shall not leave the premises
upon which he shall be kept. If a permit is
required for care, custody, control or keeping
thereof by this chapter, such permit shall
first be obtained and complied with.
4302. EXHIBITING WILD ANIMALS. PERMIT REQUIRED.
No wild and dangerous animal shall be exhibited
in public until the owner or person having the
care, custody or control thereof shall have
obtained from the Chief of Police a permit so
to do. The Chief of Police shall not issue a
permit for the exhibiting of such animal until
he shall have caused an investigation to be
made to ascertain what precaution shall be
reasonable necessary to protect the public
health, safety and general welfare.
4302.1. SAME. PERMIT REQUIREMENTS.
The Chief of Police shall require as a condition
to such permit that reasonable precaution be
taken to protect the general health, safety and
welfare and in addition thereto, he shall require
an identification mark to be tatooed on the lip
of such animal before he shall issue a permit.
The Chief of Police shall keep a record of all
the permits, the marks of identification, and
location of the animal, and the name of the
owner thereof.
4303. IMPOUNDING OF STRAY ANIMALS.
Any animal running at large or which shall not
be restrained as herein provided, and any wild
and dangerous animal not kept pursuant to
permit as herein provided, shall be impounded
by the Chief of Police or someone designated
by him and kept at a suitable pound by him for
a period of 72 hours, within which time if the
ownership of the animal is proven and the owner
calls for it he shall be able to remove such

animal upon the payment of the sum of $10.00
as the cost of the impounding and in addition
thereto the cost of maintenance at the rate
of $1.00 per day."
SECTION 2. The City Clerk shall certify to the passage
of this ordinance and cause the same to be published as required
by law.
