Ordinance - 971ORDINANCE NO. 971 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA AMENDING THE WEST COVINA MUNICIPAL CODE SO AS TO REZONE CERTAIN PREMISES. (Zone Change No. 364 - Japanese Community Center) • follows: The City Council of the City of West Covina does ordain as SECTION 1. The City Council does hereby find, determine and declare that the following zone change and amendment was duly initiated, that notice of hearing thereon was duly given and published, that public hearings thereon were duly held by the Planning Commission and by the City Council, and that the public convenience, necessity and general welfare and good zoning practice require that the following zone change and amendment be made. SECTION 2. The West Covina Municipal Code is hereby amended by the addition thereto of a new section 9202.2.93 reading as follows: 119202.2.93. Zone Changes. Notwithstanding the pro- visions of Section 9202.2 and the Zoning Map referred to therein, the following described premises are hereby placed and included in the C-2 General Commercial Zone, to wit: That portion of lot 143 of E. J. Baldwin's Fourth Subdivision in the City of West Covina, County of Los Angeles, State of California, as per map recorded in book 8, page 186 of Maps, in the office of the County Recorder of said County described as follows: • Beginning at the southwest corner of lot 143 of E. J. Baldwin's Fourth Subdivision of Rancho La Puente, as per map recorded in book 8, page 186 of Maps,*in the office of the County Recorder of said County; thence north 410 53, east along the northwesterly side of said lot, 199.18 feet to a point; thence south 480 08, 45" east 328.04 feet to a point; thence south 410 531 west 199.18 feet to a point in the southwesterly line of said lot 143; thence north 48° o8i 45" west 328.04 feet along the said southwesterly line to the point of beginning. EXCEPT therefrom that portion of said lot 143 des- cribed as follows: Beginning at the point of intersection of the south- easterly line of Sunset Avenue, 60 feet wide, with the northeasterly line of Service Avenue, 60 feet wide, as shown by said Map and being the most westerly corner of said lot; thence south 480 46, 10" east 116.05 feet, along said northeasterly line to a point of intersection with a curve concave to the north and having a radius of 193.00 feet and the true point of beginning, a radial line • through said point bears north 200 041 54" east; thence easterly 94.08 feet, along said curve, through a central angle of 270 55' 50" to the beginning of a tangent line bearing north 820 09, 04" east; thence north 82" 09, 04" east 8.00 feet, along said line to the beginning of a tangent curve concave to the southwest and having a radius of 90.00 feet; thence southeasterly 107.59 feet, along said last mentioned curve to a point of intersection with a non -tangent line bearing south 82° 09, 04" west and having a length of 60.00 feet, said line being the northerly line of the proposed Los Angeles County Flood Control District Walnut Creek Wash right of way described in Parcel No. 256, in the Superior Court, Los Angeles County, Case No. 763139, notice of pendency of said action was recorded January 24, 1961, as Instrument No. 4430, in book • M 691, page 386, Official Records of said County, a radial line through said point bears south 60° 381 27" west; thence south 82, 09, 04" west 54.11 feet, along said northerly right of way line to an angle point therein; thence continuing along said right of way line, south 700 381 34" west 51.29 feet, more or less, to a point in said northeasterly line of Service Avenue, 60 feet wide; thence north 480 46, 10" west 118.73 feet; along said north- easterly line to the true point of beginning. ALSO EXCEPT therefrom that portion of said lot 143, shown as Parcel No. 256, in final decree of condemn- ation in Superior Court, Los Angeles County, Case No. 763139, a certified copy of which was recorded May 16, 1962, as Instrument No. 4516 in book D 1617, page 60, Official Records. ALSO EXCEPT that portion of lot 143 of E. J. Baldwin's Fourth Subdivision of a portion of the Rancho La Puente, in the City of West Covina, County of Los Angeles, State of California, as per map recorded in book 8, page 186 of Maps, on file in the office of the County Recorder of said County described as follows: • Beginning at the most westerly corner of said lot 143; thence south 48° 461 37" east 328.04 feet, along the southwesterly line of said lot; thence north 410 151 23" east 112.45 feet, parallel with the northwesterly line of said lot to the inter- section with the northerly line of the Los Angeles County Flood Control District Walnut Creek Wash right of way, described in Parcel No. 256, in the Superior Court, Los.Angeles County, Case No. 763139, notice of pendency of said action was recorded January 24, 1961, as Instrument No. 4430 in book M 691, page 386, Official Records of said County, and the true point of beginning; thence continuing north 410 151 23" east 65.65 feet; thence south 820 061 59" west 98.01 feet; thence north 790 03, 42" west 50.81 feet, to a point of tangency with a curve concave southwesterly, having a radius of 90.00 feet; said curve being the northeasterly boundary line of the land conveyed to the City of West Covina, for Street and Highway purposes, by Document No. 345 recorded on March 29, 1961, in book D 1170, pages 738 and 739, Official Records of said County; a radial line through said point of tangency bears north 10° 56, 18" east; thence southeasterly an are distance of 78.06 feet, along said curve through a central angle of 490 41, 42" to a point of intersection with the northwesterly line of the land described in said Parcel No. 256, a radial line through said point bears north 60° 38, 00" east; thence north 820 081 37" east 6.27 feet, along said last mentioned northwesterly line to a point on said northerly line distant north -2 - I • C� • 860 32' 50" west 36.22 feet from the true point of beginning; thence south 860 321 50" east, 36.22 feet to the true point of beginning." SECTION 3. The City Clerk shall certify to the passage of this ordinance and shall cause the same to be published as required by law. Passed and approved this 27t day of June , 1966.
