ORDINANCE NO. 969
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA AMENDING CERTAIN SECTIONS OF THE
ZONING CHAPTER OF THE WEST COVINA MUNICIPAL CODE.
( AMENDMENT NO. 75 )
The City Council of the City of West Covina does ordain
as follows:
SECTION 1. The City Council does hereby find, determine
and declare that the following amendments were duly initiated, that
notice of hearings thereon was duly given and published, that public
hearings thereon were duly held by the Planning Commission and City
Council, and that the public convenience and necessity and the general
welfare require that the following amendments be made.
SECTION 2. The definition of "Sign Area Computation"
contained in Section 9201 of the West Covina Municipal Code is
hereby amended to read as follows:
"SIGN AREA COMPUTATION.
1. Where the sign is a separate panel, structure, or
other material forming a single unit, severable
from the building, if any, on which it is placed,
the area of the entire unit measured from the
extremities of such panel, structure or other
material upon which the sign is placed, shall consti-
tute the area of the sign.
2. Where 1 above does not apply, and the sign consists
of separated letters, panels, numbers, figures or
illustrations, or of a line or lines, or tube or
tubes, or any combination thereof designed to form
a single or complete sign, the area shall consti-
tute a single unit composed of straight lines running
from the extreme features or dimensions of the various.
words, figures, numbers or illustrations composing
the entire sign.
3. The supports, uprights or structures on which any
sign is supported shall not be included in determining
the sign area unless such supports, uprights, or
structure are or is designed in such a manner as to
form an integral background of the display."
SECTION 3, Sections 9206.15 and 9209.15 of the West Covina
Municipal Code are hereby repealed.
SECTION 4. Section 9219.14 of said Municipal Code is
amended by the addition thereto of the following:
"Meeting or conference
rooms in hotels or 1 per each 45 square
motels feet of floor area thereof"
SECTION 5. Section 9220.12 of said Municipal Code is
hereby amended to read as follows:
" 9220.12. SAME. WALL, FENCE OR HEDGE PERMITTED.

A wall, fence or hedge 42 inches in height may be
located and maintained on any part of a lot. A
wall, fence or hedge of greater height than 42
inches may be located on any part of a lot except
in the required front yard, or a corner, or a
reverse corner lot required side yard adjoining
a street, or closer to the side street lot line
of a reversed corner lot than a distance representing
one-half the depth of the required front yard on
the adjoining lot to the rear in the required rear
yard. No wall, fence or hedge may be of greater
height than 6 feet except in allowable building area.
SECTION 6. The West Covina Municipal Code is hereby
amended by the addition thereto of a new Section 9221.8 reading
as follows:
"9221.8 SAME. REQUIRED REMOVAL OF NON -CONFORMING SIGNS:
Signs which are non -conforming under this chapter
shall not be expanded, extended, rebuilt, altered or reconstructed
in any way, except to protect public safety. All such non -conforming
signs shall be demolished, removed, or made to conform to this
chapter on or before January 22, 1968, or three (3)'years from the
date they become non -conforming, whichever is later.'
SECTION 7. Paragraph (a) and (d) of Section 9222.15 of
the West Covina Municipal Code are amended to read respectively as
follows:
"(a) For the purpose of this Section, Slight Modifications
shall mean variances of not to exceed 20% of any regulation of the
Zoning Chapter of this Code."
"(d) The Review Board may determine not to hear an
application and transfer the matter to the Planning Commission at its
next regular meeting. The person presiding over the Review Board
at the time of transfer will publicly announce the time and place
to, and at which, said application shall come before the Planning
Commission and no further notice shall be required."
SECTION 8. Section 9222 of the West Covina Municipal
Code is hereby amended by the addition thereto of a new Paragraph
(f) reading as follows:
"(f) The decision of the Review Board or Planning
Commission, as the case may be, shall be final and effective fifteen
days after the date of transmitting copies of its written determination
as above provided, unless, during such time, an appeal in writing is
filed with the City Council in the manner prescribed in this Part for
appeals from decisions of the Planning Commission or unless a motion
of appeal is adopted by the City Council or Planning Commission.
Such appeal shall suspend and set aside the decision of the Review
Board, or Planning Commission, and the City Council may act upon
said appeal in the same manner as it acts upon appeals from decisions
• of the Planning Commission, except that the notice of hearing required
shall be the same as the notice required to be given by the Review
Board in Paragraph (c) above.
SECTION 9. The City Clerk shall certify to the passage

of this ordinance and cause the'same to be published as required
by law.

West Covina, do hereby certify that the foregoing Ordinance No.
969 was regularly introduced and placed upon its first reading
at a regular meeting of the City Council on the 23rd day of May,
1966. That, thereafter said Ordinance was duly adopted and
passed at a regular meeting of the City Council on the 13th day
of June, 1966, by the following vote, to wit:
