Ordinance - 96711 ORDINANCE NO. 967 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA AMENDING CERTAIN PROVISIONS OF THE WEST COVINA MUNICIPAL CODE RELATING TO BANNERS AND PENNANTS. (Amendment No. 72) The City Council of the City of West Covina does ordain as follows: SECTION 1. The City Council does hereby find, determine and declare that the following amendment was duly initiated, that notice of hearing thereon was duly given and published, that public hearings thereon were duly held by the Planning Commission and City Council, and that the public convenience and necessity and the general welfare require that the following amendment be made. SECTION 2. Paragraph 10 of (c) of Section 9211.1 of the West Covina Municipal Code is hereby amended to read as follows: "10. Banners and pennants without wording (except wording of a non -advertising nature concerning seasonal or holiday greetings or events of general public interest) erected for the purpose of advertising special events and special sales may be permitted by the Building Department, with a service charge of $6.00, for a period of not to exceed sixty days. The location and size of the same shall not obstruct the view of neighboring property. The permit may contain reasonable conditions including a deposit of $25.00 to guarantee the removal of the said banners or pennants at the end of the permit period. No banners or pennants shall be otherwise erected or maintained except as expressly permitted in this Chapter." SECTION 3. The City Clerk shall certify to the passage of this ordinance and shall cause the same to be published as re- quired by law. Passed and approved this STATE OF CALIFORNIA COUNTY OF LOS ANGELES SS.
