ORDINANCE NO. 951
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA AMENDING THE WEST COVINA MUNICIPAL
CODE BY REPEALING THE PRESENT CITY HEALTH CODE
AND BY ADOPTING BY REFERENCE THE "PUBLIC HEALTH
CODE" OF THE COUNTY OF LOS ANGELES ADOPTED BY
COUNTY ORDINANCE NO. 7583 AS AMENDED TO JULY
1, 1965.
The City Council of the City of West Covina does ordain as
follows:
SECTION l.. Chapter 1 of Article V of the West Covina
Municipal Code, including all sectioro thereof beginning with Section
5100 and ending with Section 5188, is hereby repealed.
SECTION 2. The West Covina Municipal Code is hereby
amended by the addition thereto of a new Chapter 1 of Article V
reading as follows:
"CHAPTER 1 - HEALTH CODE
"5100. ADOPTION OF LOS ANGELES COUNTY HEALTH CODE. That
certain code entitled "Public Health Code" and sometimes known
as "Los Angeles County Health Code" being a published compilation
of rules, regulations and standards adopted by the County by its
Ordinance No. 7583, as amended to July 1, 1965, compiled in
book form, three full printed copies of which printed as a
code in book form, were; by the City Council ordered filed, and
have been actually filed, in the office.of the City Clerk,
and which as so on file are hereby referred to and by this
reference expressly incorporated herein and made a part hereof
as fully and to all intents and purposes as though set forth
herein at length, shall be, and the same hereby is, adopted
and established as the Health Code of the -City prescribing
regulations relating to public health and sanitation.
"5101. INTERPRETATION OF CODE. Whenever in said Public
Health Code reference is made to the County or to the un-
incorporated area of the County, it shall be deemed to apply
to the City; and wherever therein reference is made to a County
Officer or Department, it shall be deemed to refer to the
corresponding City Officer or Department.
115102. PENALTY FOR VIOLATION. No person, firm or corporation
shall violate or fail to comply with any of the provisions of
this Chapter or of the Los Angeles County Health Code adopted by
reference herein. Any person violating any of the provisions
of this Chapter or of the code adopted hereby shall be deemed
guilty of a misdeameanor and upon conviction thereof, shall be
punishable by a fine of not more than $500.00 or by imprisonment
in the City Jail or in the County Jail for not more than six
months or by both such fine and imprisonment. Each person shall
be deemed guilty of a separate offence for each and every day or
portion thereof during which any such violation is committed,
continued or permitted."
SECTION 3. The City Clerk shall certify to the passage of
this ordinance and shall cause the same to be published as required
by law.

do hereby certify that the foregoing Ordinance No. 951 was regularly
introduced and placed upon its first reading at a regular meeting of
the City Council on the 22nd day of November , 1965. That,
thereafter, said ordinance was duly adopted and passed at a regular
meeting of the" City Council on the 13th day of December , 1965,
by the following vote, to wit:
