AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA AMENDING CERTAIN PROVISIONS OF THE
WEST COVINA MUNICIPAL CODE RELATING TO PARKING
OF VEHICLES.
The City Council of the City of West Covina does ordain as
follows:
SECTION 1. The City Council does hereby find, determine
and declare that the following amendments were duly initiated, that
notice of hearing thereon was duly given and published, that public
hearings thereon were duly held by the Planning Commission and City
Council, and that the public convenience and necessity and the general
welfare require that the following amendments be made.
SECTION 2. The second paragraph of subsection (a) of
Section 9219.15 of the West Covina Municipal Code is hereby amended to
read as follows:
"All required off-street parking spaces in the R-A, R-1
and R-2 Zones shall be provided in an area which is enclosed at
least on three sides and a roof. No off-street parking spaces
established prior to January 1, 1964, shall be considered non-
conforming if they conform to the provisions of this Chapter as
they then existed."
SECTION 3. Paragraph 3 of subsection (e) of Section 9219.15
of the West Covina Municipal Code is hereby amended to read as follows:
"3. The following are typical daytime uses: Banks,
business and financial offices, manufacturing uses.
• The following uses are typical nighttime and/or
Sunday uses: Auditoriums incidental to a public or
parochial school, churches, dance halls and
theaters."
SECTION 4. Subsection (b) of Section 9219.16 of the West
Covina Municipal Code is hereby amended by the addition thereto of the
following:
114. Off-street parking shall be landscaped. Any land-
scaping with trees and other plant materials required
shall be watered by a complete irrigation system and
maintained so as to keep such trees and plants alive
and free of disease."
SECTION 5. Section 9219.16 of the West Covina Municipal
Code is hereby amended by the addition thereto of a new subsection (d)
reading as follows:
"(d) MAINTENANCE:
1. All surfacing shall be maintained so as to
remain as smooth and level as possible.
2. All surface markings shall be maintained by
• painting, cleaning, or otherwise, so as to remain
clearly visible.
3. All wheelstops and other control devices and
structures shall be clearly marked and main-
tained in usable condition.
4. All other conditions required for maintenance of
parking areas shall be complied with."
SECTION 6. The West Covina Municipal Code is hereby amended
by the addition thereto of a new Section 3188 reading as follows:
"3188. PARKING HEAVY COMMERCIAL EQUIPMENT IN RESIDENTIAL
ZONES - PROHIBITED.
• No person shall park or leave standing any commercial
vehicle over three tons gross weight in any residential zone for
more than two hours at any one time unless the subject property
has been granted a variance or an unclassified use permit for
land use other than for residential use and the parking of such
vehicles are reasonable accessory to the operation of business."
SECTION 7. The City Clerk shall certify to the passage of
this ordinance and shall cause the same to be published as required by
law.

meeting of the City Council on the 9th day of August , 1965,
by the following vote, to wit:
