AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA AMENDING THE WEST COVINA MUNICIPAL
CODE BY THE ADDITION THERETO OF A NEW SECTION
4107.2 RELATING TO INHALING OR DRINKING CERTAIN
SUBSTANCES.
The City Council of the City of West Covina does ordain as
follows:
SECTION 1. The West Covina Municipal Code is hereby amended
by the addition thereto of a new Section 4107.2 reading as follows:
114107.2. INHALING OR DRINKING CERTAIN SUBSTANCES.
No person shall inhale, breathe, or drink any compound,
liquid, chemical, or any substance known as glue, adhesive
cement, mucilage, dope, or any other material or substance
or combination thereof, with the intent of becoming intoxi-
cated, elated, dazed, paralyzed, irrational, or in any
manner changing, distorting or disturbing the eyesight,
thinking process., balance or coordination of such person.
For the purposes of this Chapter, any such condition so
induced shall be deemed to be a state of drunkenness
or intoxication. The provisions of this Section shall
not pertain to any person who inhales, breathes, or drinks
such material or substance pursuant to the direction or
prescription of any doctor, physician, surgeon, dentist,
or pediatrist authorized to so direct or prescribe."
SECTION 2. The City Clerk shall certify to the passage of
•this ordinance and shall cause the same to be published as required by
law.
