Ordinance - 9121j64(A1t.A) ORDINANCE NO. 912 0 M-Ir AN ORDINANCE OF THE CITY OF WEST COVINA, CALIFORNIA, ORDERING, CALLING, PROVIDING FOR AND GIVING NOTICE OF A SPECIAL ELECTION TO BE HELD IN SAID CITY ON MAY 11., 19 65 , FOR THE PURPOSE OF SUB- MITTING TO THE QUALIFIED' VOTERS OF SAID CITY PROPOSITIONS TO INCUR BONDED INDEBTEDNESS BY SAID CITY FOR CERTAIN MUNICIPAL IMPROVEMENTS. WHEREAS, at a meeting held prior to the meeting at which this ordinance is adopted the City Council, by a vote of at least two-thirds of the members thereof, adopted a resolution determining that the public interest and neces- sity demand the acquisition and construction of certain municipal improvements, and making findings relating thereto; NOW, THEREFORE, the City Council of the City of West Covina , California, DOES ORDAIN as fahlows: Section 1. That a special election be held and the same is hereby called to be held in said city on May 11 , 19 65, for the purpose of submitting to the qualified voters of said city the propositions herein- after set forth of incurring indebtedness and issuing bonds of said city therefor, in the respective principal, amounts stated in the respective ballot propositions hereinafter set forth, and for the respective objects and purposes set forth in said resolution and in said ballot propositions. 1/64-2(Alt.A) Section 2. That the respective estimated costs of the respective municipal improvements described in the ballot propositions hereinafter set forth are as follows Proposition Estimated Cost NO. 1 $ 2, 800, 000 NO. 2 $ 750,000 N0. 3 $ 400, 000 No. 4 $ 300,000 That in each case the estimated cost of said munici- pal improvement includes the following: (a) legal or other fees incidental to or connected with the authorization, issu- ance and sale of the bonds, and (b) the costs of printing the bonds and other costs and expenses incidental to or connect- ed with the authorization, issuance and sale of the bonds. Section 3. That the maximum rate of interest to be paid on each said indebtedness shall not exceed the maxi- mum rate permitted by law, to wit, six per cent (6%) per annum, the actual rate or rates of interest on said bonds to be deter- mined at or prior to the time of the sale or sales thereof. Said interest shall be payable semiannually except that interest for the first. year may be made payable at the end of said year. Section 4. That the polls for said election shall be opened at seven o1clock A.M. of the day of said election and shall remain open continuously from said time until 8:00 o1clock P.M. of the same day, when said polls shall be closed, except as provided in Section 14436 of the Elections, Code of the State of California. 2. 1/64-3(Alt.A) Section 5. 'That if any proposition for the in- . curring of bonded indebtedness so submitted receives the requisite number of votes, to wit, two-thirds..of the votes of the qualified electors voting on such proposition, bonds of said city, in not exceeding the principal amount stated in such proposition, may be issued and sold for the object and purpose set forth in such proposition. 0 Section 8. That for the purpose -of holding said election there are hereby established •thirty-six ( 36 ) voting precincts designated as hereinafter stated and each consisting of the regular election pre- cincts in said city of the numbers hereinafter stated, as said regular election precincts have been established ,by -the Board of Supervisors of Los Angeles County for the purpose of holding state and county elections and exist on the date this ordinance is adopted. The poll- ing places for the respective voting precincts shall be the places hereinafter designated,.and the -persons hereinafter named, being competent and qualified elec- tors and residents of said city and of their respective voting precincts, are hereby appointed officers of election for their respective voting precincts and they shall hold said election and make return thereof in the manner provided by law. 9.
