Ordinance - 904ORDINANCE NO. 904 itfollows: SECTION 1. The City Council does hereby find, determine and declare that the following amendments were duly initiated, that notice of hearing thereon was duly given and published, that public hearings thereon were duly held by the Planning Commission and City Council, and that the public convenience and necessity and the general welfare require that the following amendments be made. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA AMENDING THE WEST COVINA MUNICIPAL CODE RELATING TO OFF-STREET PARKING REQUIREMENTS. (Amendment No. 68) The City Council of the City of West Covina does ordain as SECTION 2. Section 9201 "Definitions" is hereby amended as follows: 1. The definition of "BOARDING HOUSE" is amended to read as follows: "BOARDING HOUSE (Or Lodging House) - A building where lodging and meals are provided for compensation." 2. The definition of "CONVALESCENT HOMES OR GUEST HOMES" is hereby amended to read as follows: "CONVALESCENT HOMES - An institution where nursing, dietary and other personal services are rendered to convalescents, but excluding mental cases and cases of contagious or communicable diseases and excluding surgery or primary treatment. Convalescents are persons who are gradually recovering health after an illness; or persons requiring post -operative attention." 3. The following definition is hereby inserted immediately following the definition of "GRADE": ."GROSS FLOOR AREA - The area included within the surrounding exterior walls of a building or portion thereof, exclusive of: a. Shaft inclosure b. Courts c. Floor area space devoted entirely to heavy mechanical equipment (i.e. Air Conditioning Unit). d. Public restrooms e. Janitorial equipment room f. Any other facility common to a central service core 4. The definition of "HOSPITAL" is hereby amended to read as.follows: "HOSPITAL AND SANITARIUM - An institution specializing in giving clinical, temporary and emergency services of a medical or a surgical nature to injured persons and patients other than persons suffering from a mental sickness, mental disease, mental disorder or mental ailment." 5. The definition of "LODGING HOUSE" is hereby deleted. 6. The definition of "REST HOME OR GUEST HOME" is hereby amended to read as follows: "REST HOME (Or Guest Home) - A home operated as a boarding house, and in which nursing, dietary and other personal services are furnished to invalids and aged persons; but in which are kept 0 • C7 no persons suffering from a mental sickness, mental disease, mental disorder or mental ailment or from a contagious or com- municable disease, and in which are performed no surgical or other primary treatments such as are customarily provided in sanitariums or hospitals or in which no persons are kept or served who normally would be admittable to a mental hospital." 7. The definition of "SANITARIUM" is hereby amended to read as follows: "SANITARIUM- Same as hospital." 8. The following definitions are hereby inserted immediately following the definition of "SCHOOLS, ELEMENTARY, JUNIOR HIGH AND HIGH": "SHOPPING CENTER - A group of businesses which comprise at least five stores as shown on a common Precise Plan of Design, functioning as a unit, with common off-street parking provided on the property as an integral part of the unit, and having more than 30,000 square feet of gross floor area. SHOPPING CENTER, NEIGHBORHOOD - A shopping center under 30,000 square feet gross floor area, carrying convenience goods such as groceries, drugs, hardward, liquor and some variety items, and also including some service stores." SECTION 3. Paragraph (b) of Section 9206 of the West Covina Municipal Code is hereby amended to read as follows: "(b) Boarding houses and rest homes." SECTION 4. Paragraph (b) of Section 9209 of the West Covina Municipal Code is hereby amended to read as follows: "(b) Boarding houses and rest homes." SECTION 5. Paragraph (p) of Section 9216 of the West Covina Municipal Code is hereby amended to read as follows: "(p) Nursery schools, orphanages and convalescent homes." SECTION 6. Section 9219.14 of the West Covina Municipal Code is hereby amended to read as follows: 119219.14. SAME. PARKING SPACES REQUIRED. The number of off-street parking spaces required shall be no less than as set forth in the following: Use Residential Uses: In Zone R-A In Zone R-1 In Zone R-2 In Zone R-3 In Zone R-4 Parking Spaces Required 2 per dwelling unit 2 per dwelling unit 2 per dwelling unit 1 3/4 per dwelling unit 1 3/4 per dwelling unit (a) At least 1 1/4 of such off-street parking spaces per unit shall be enclosed on three sides and roof. Offices - except as provided herein -- 1 per 300 sq. ft. of gross floor area -2- Dental & Medical Offices 1 per 150 sq. ft. of gross floor area Retail Stores and Neighborhood Under 30,000 sq. ft. gross Shopping Centers T16®r area (shown on approved precise plan) 1 per 200 sq. ft. of gross floor area Shopping Centers Over 30,000 sq. ft. gross Tlo—or area ( shown on approved precise plan) 1 per 150 sq. ft. of gross floor area Restaurants & On -Sale Liquor 1 per 3 seats Manufacturing Uses, Storage, 1 per 2 employees or 1 per Warehouses & Laboratories 500 sq. ft. of gross floor area whichever is greater, except in the I-P Zone in which case the requirements shall be 1 per 14 employees, or 1 per 275 sq. ft. of gross floor area whichever is greater Auto & Machinery Sales 1 per 300 sq. ft. of gross floor area Billiard Rooms 2 per table plus 1 for each employee Bowling Alleys 5 per alley Churches, Mortuaries, Theaters, 1 per 4 permanent seats, Auditoriums, Dance Halls and and/or 1 per 40 sq. ft. of other Places of Public Assembly assembly area not occupied by permanent seats Convalescent Homes 1 per 2 beds Hospitals & Sanitariums 1 & 1/2 per bed Orphanages & Rest Homes 1 per 3 beds Boarding House 1 per unit Hotels, Clubs, Fraternal organi- zations, etc. 1 per 2 units Motels 1 per unit Nursery Sales 1 per 150 sq. ft. of gross floor area, plus 1 per 500 sq. ft. of exterior displays Schools: Elementary 1 per employee Junior High 1 per employee plus 1 per 100 students High School 1 per employee plus 1 per 10 students Colleges 1 per 2 employees plus 1 per 2 students -3- so 4 SECTION 7.
