Ordinance - 893ORDINANCE NO. 893 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA AMENDING CERTAIN SECTIONS OF THE WEST COVINA MUNICIPAL CODE RELATING TO FEES AND CHARGES. The City Council of the City of West Covina does ordain as follows: SECTION 1. Section 5212 of the nest Covina Municipal Code is hereby amended to read as follows: "5212. PERMIT FEES. ORIGINAL FEE. The City Engineer, before granting any permit for house connection sewer, industrial connection sewer, sand inter- ceptor, grease interceptor, sand and grease interceptor, dairy screen chamber or other similar appurtenances shall collect from the applicant a fee of seven dollars for each original permit. For a permit to tap the public sewer by saddling or inserting a wye for a house connection sewer, the City Engineer shall collect a fee of seven dollars. Each such fee shall entitle applicant to one inspection only." SECTION 2. Section 5213.1 of the West Covina Municipal_ Code is hereby amended to read as follows: • "5213.1. SAME. INSPECTION AND RECORD PLAN FEES. Before granting any permit for the construction of a main line sewer, sewage pumping plant, industrial liquid waste pre-treatment plant, or a special house connection, the City Engineer shall collect from the applicant a fee in the amount of twenty-five dollars plus four per cent of the estimated cost up to $10,000 and three per cent of the estimated cost over $10,000 as determined by the City Engineer to cover the cost of a field inspection of the proposed construction and of procuring or preparing record plans." SECTION 3. Subparagraph (a), Section 5214.1, of the West Covina Municipal Code is hereby amended to read as follows: "5214.1. SAME. CONNECTION CHARGE. (a) For the use of the line abutting the lot or parcel to be connected where such lot or parcel has not been assessed for or paid its just share of the cost of said line, three dollars per front foot of the said lot or parcel, or, in lieu thereof, the just share attributable to said lot or parcel under any reimbursement agreement or con- 40 tribution by the City relating to said line." -1- 41 0 SECTION 4. Section 7308.1 of the West Covina Municipal Code is hereby amended to read as follows: "7308.1 SAME. GRADING PLAN CHECK FEE. Before accepting an application for a grading permit, the Chief Building Inspector shall collect a grading plan check fee in the following amounts: Less than 50 cu. yds. No fee 50 - 100 cu. yds. 10.00 100 - 12000 cu. yds. 15.00 1;�000 - 10,000 cu. yds. 20.00 10,000 - 1003000 cu. yds. 10.00/10,000 100,000 - 2003000 cu. yds. 6.00/102000 Over 2000000 cu. yds. 3.00/10,000" SECTION 5. Section 7310 of the West Covina Municipal Code is hereby.amended to read as follows: "7310. PERMIT FEES. Before issuing any grading permit, the Chief Building Inspector shall collect a permit fee in the following amounts: - Grading Permit Fees- Less than 50 - 100 - 1,000 - 10,000 Over 50 cu. yds. 100cu. yds. 1,000 10,000 1000000 100,000 10.00 15.00 7.00/100 6.00/1000 27.00/10,000 15.00/10,000 All Engineering, inspection and testing fees hereinafter required by the Chief Building Inspector shall be paid by the permittee." SECTION 6, Section 8146 of the West Covina Municipal Code is hereby amended to read as follows: 118146. FEES. Section 8408 of the West Covina M3znicipal Code is hereby amended to read as follows: 118408. PERMIT FEES. A Building Permit shall be required for every sign and sign structure regulated by this Code. Where signs are illuminated by lighting, a separate electrical permit shall be obtained. Before issuing any building permit required by this Code, the • Building Official shall collect from the applicant'a fee in the following amount: -4- (a) For each sign of an estimated installed cost of $1, 000 or less, the sum of . $6.00. (b) For each sign of an installed value in excess of $1, 000, the sum of $3.00 for each $1, 000 of estimated value, as determined by the Build- ing Official." SECTION 8. Section 8409 of the West Covina Municipal Code is hereby amended to read as follows: 118409. PLAN CHECKING FEES. When the value of a sign exceeds $1,000, a plan checking fee. shall be paid to the Building Official at the time of submitting plans and specifications for checking. Said plan checking fee shall,be equal to 1/2 of the building permit fee." SECTION 9. Subsection (a) of Section.9.142 of the West Covina Municipal Code is hereby amended to read as follows: 119142. DEDICATION AND IMPROVEMENTS. (a) PUBLIC USE AREAS. All streets, highways and parcels of land shown on the final map and intended for any public use shall be offered for dedication for public use. The subdivider shall also offer for dedication to the City an easement for public park and recreation • purposes upon and covering all lots designed for such purposes pursuant to Section 9111.of this Chapter. In lieu of such design and dedication, the subdivider may pay or tender to the City, prior to the approval of the final map and subject to such approval, a sum equal to $25.00 for each lot contained in the subdivision, which sum shall be accepted by the City upon such final approval and shall be used or expended only for the purpose of acquiring or improving park or recreational land or facilities designed and located so as to serve the general use of the lot owners in the subdivision. The subdivider, at his election, may convey to the City the fee title instead of an easement for park and recreation purposes." SECTION 10. Section 9147 of the West Covina Municipal Code.is hereby amended to read as follows: 119147. TENTATIVE MAP FEES. A fee shall be paid to the City in the following amounts to cover costs of checking each tentative map or maps: One Hundred Dollars, plus One Dollar per lot, for each sub -division." -5- _Before commencing any improvements the subdivider shall deposit with the City Engineer and with the Superintendent of Streets such sums as will pay for all inspections of .all improvements provided for in said sub -division, the amount of such charges to be furnished said subdivider by the City Engineer and Superintendent of Streets; such charges shall be Twenty -Five Dollars plus five percent of the cost of improvements required by the City as such cost of im- provements shall be estimated by the City Engineer." SECTION 11. Section 9148 of the West Covina Municipal Code is hereby amended to read as follows: 119148. FINAL MAP FEES. Fees shall be paid in the following amounts: (a) Ten Dollars payable to the City, for a sub- division consolidating properties into one lot sub- division, or for a subdivision for the purpose of reversion to acreage. (b) Twenty -Five Dollars payable to the City, for a Record of Survey as described in Section 9144, plus a fee established by item (d) of this Section. (c) Ten Dollars payable to the City, for each tree as required to the Director of the Recreation and Park Department. • (d) A fee for engineering checking shall be payable to the County on all subdivisions and Records of Surveys in such amounts as conform to the County's schedule in such matters. The City Engineer shall issue a receipt for fees received in behalf of the City identifying same as related to the number of the Subdivision or Record of Survey for which such fee was tendered." SECTION 12. The City Clerk shall certify to the passage of this ordinance and shall cause the same to be published as required by law. Passed and approved this 14th day of December 1964.
