AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA AMENDING CERTAIN SECTIONS OF THE
WEST COVINA MUNICIPAL CODE RELATING TO SANITARY
SEWER CONSTRUCTION.
The City Council of the City of West Covina does ordain as
follows:
SECTION 1. Section 5231 of the Nest Covina Municipal Code
is hereby amended to read as follows:
"5231. ABANDONED SEPTIC TANKS AND CESSPOOLS.
Upon connection of a house connection sewer to the public
sewer, or within five days thereof, every septic tank, cesspool,
or seepage hole and dry pit privy hole which has been abandoned
and discontinued from use shall have the sewage removed therefrom
and be completely backfilled solidly with earth, sand, rock,
dust, or suitable fill material to the satisfaetion.of the City
Engineer before the house connection construction shall pass
inspection. If, in the professional opinion of the City Engineer,
any septic tank which has been constructed of reinforced concrete
is structurally and permanently sound, the requirement of back -
filling such septic tank may be waived by the City Engineer. This
section shall supersede any similar provision in the Uniform
Plumbing Code."
SECTION 2. Section 5232 of the West Covina Municipal Code
is hereby amended to read as follows:
"5232. BACKWATER TRAPS AND VALVES.
• In every case where the floor elevation is`below the ele-
vation of the top of the upstream manhole an approved type of
backwater trap, approved type of backwater sewer valve, or
approved type of ejector or eductor shall be installed between
the outlet and the public sewer in such a manner as to prevent
sewage from flowing back or backing up into the house plumbing.
Every such trap or valve shall be installed in the basement, or
in a box or manhole of concrete, or cast iron, or other material
approved by the City Engineer, so that it will be readily
accessible at all times. The trap or valve shall be placed only
in the drain line serving the fixtures that are located below
the elevation of the above mentioned upstream manhole and no
drainage from fixtures located above this elevation shall pass
through such trap or valve."
SECTION 3. Section 5245 of the West Covina Municipal Code
is hereby amended to read as follows:
"5245. KIND AND SIZE OF PIPE.
All pipe shall have bell and spigot ends and be either clay
or cast iron. All clay pipe six inches or more in diameter, shall
be first class vitrified glazed or unglazed. All clay pipe four
inches in diameter, shall be first class vitrified clay pipe,
ceramic glazed on the inside and shall be joined by compression
type joints per ASTM C425-60T. All cast iron pipe six inches in
diameter or less, shall be standard cast iron soil pipe."
SECTION 4. Section 5250.14 of the West Covina Municipal
Code is hereby amended to read as follows:
"5250.14. SAME. PIPE JOINTS.
All cast.iron pipe joints shall be caulked and jointed with
pig lead to the satisfaction of the City Engineer. All 4" clay
pipe joints shall be of the mechanical compression type and all
6" clay pipe or larger shall be joined with approved joint materials
to the satisfaction of the City Engineer. Agroved joint materials
shall include compression joints per ASTM #C 25-60T, oakum and
mortar joints, C.P.I. joints or equal joints as approved by the
City Engineer."
SECTION 5. The City Clerk shall certify to the passage of
this ordinance and shall publish the same as required by law.

Council on the 11th day of May , 1964, by the following
