Ordinance - 842ORDINANCE NO. 842 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA AMENDING SECTIONS 9219.14 AND 9219.15 OF THE WEST COVINA MUNICIPAL CODE RELATING TO OFF-STREET PARKING REQUIREMENTS. The City Council of the City of West Covina does ordain as follows: SECTION 1. Section 9219.14 of the Nest Covina Municipal Code is hereby amended to read as follows: 119219.14. SAME. PARKING SPACES REQUIRED. The number of off-street parking spaces required shall be no less than as set forth in the following: Use Residential Uses: In Zone R-A In Zone R-1 In Zone R-2 In Zone R-3 In Zone R-4 Parking Spaces Required 2 per dwelling unit 2 per dwelling unit 2 per dwelling unit 1 3/4 per dwelling unit 1 3/4 per dwelling unit (a) At least 1 1/4 of such off-street parking spaces per unit shall be enclosed on three sides and roof. Offices - except as provided herein -- 1 per 300 sq..ft..of gross floor area • Retail Stores, Shops -- Manufacturing Uses, Storage, Warehouses & Laboratories -- Auto & Machinery Sales -- Bowling Alleys -- Churches, Mortuaries, Theatres, Auditoriums, Dance Halls and other Places of Public Assembly -- Dental & Medical Offices -- • Hospitals -- Hotels, Clubs, Fraternal organizations, etc. -- Motels -- 1 per 150 sq. ft. of gross floor area 1 per 2 employees or 1 per 500 sq. ft. of gross floor area whichever is greater, except in the I-P Zone in which case the requirements shall be 1 per lu employees, or 1 per 275 sq. ft. of gross floor area whichever is greater. 1 per 300 sq. ft. of gross floor area 5 per alley 1 per 4 permanent seats, and/or 1 per 40 sq. ft. of assembly area not occupied by permanent seats 1 per 150 sq. ft. of gross floor area 1 per bed 1 per two units 1 per unit -1- Nursery Sales -- On-Sale Liquor & Restaurants -- Sanitariums, Asylums, Orphanages, Rest Homes, etc. -- Schools: Elementary -- Junior High -- High School -- Colleges -- 1 per 150 sq. ft. of gross floor area, plus 1 per 500 sq. ft. of exterior displays 1 per 3 seats 1 per 3 beds 1 per employee 1 per employee plus 1 per 100 students 1 per employee plus 1 per 10 students 1 per 2 employees plus 1 per 2 students" SECTION 2. Subsection (a) of Section 9219.15 of the West Covina Municipal Code is hereby amended to read as follows: "(a) SIZE AND ACCESS: Each off-street parking space shall have an area of not less than one hundred eighty square feet exclusive of drives and aisles and a width of not less than nine feet; but no off-street parking space established prior to April 1, 1960, shall be considered non -conforming as to area if it consists of not less than one hundred seventy square feet exclusive of drives and aisles, or non -conforming as to width if it is not less than 8-1/2 feet wide. • All off-street parking spaces in the R-A, R-1 and R-2 Zones shall be provided in an area which is enclosed at least on three sides and a roof. No off-street parking spaces established prior to January 1, 1964, shall be considered non -conforming if they conform to the provisions of this Chapter as they then existed." SECTION 3. The City Clerk shall certify to the passage of this ordinance and shall publish the same as required by law. 1964.
