AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA ESTABLISHING THE POSITION OF CITY
COUNCILMENIS SECRETARY.
The City Council of the City of West Covina does ordain as
follows:
.1 SECTION 1. The West Covina Municipal Code is hereby amended
by the addition thereto of a new Section 2124 reading as follows:
"2124. CITY COUNCILMEN'S SECRETARY.
There is hereby established the position of City Council-
men's Secretary which shall not be included within the competitive
service. :;,;The City Council shall have the power of appointment
to, discipline in, and'removal from said position, and the
incumbent in said position shall be answerable solely to the City
Council. It shall be the duty of the City Councilmen's Secretary
to act as secretary to the.Mayor and to each member of the City
Council in all matters pertaining to their respective offices and
to assist the City Clerk in matters relating to the business of
the City Council."
SECTION 2. Paragraphs (f) and (g) of Section 2205 of the
West Covina Municipal Code are hereby amended to read respectively as
follows:
"(f) AUTHORITY OVER EMPLOYEES. It shall be the duty of the
City Manager and he shall have the authority to control, order and
give directions to all heads of departments and to subordinate
officers and employees of the City under his jurisdiction through
their department heads. This shall not include the City Council-
men's Secretary.
(g) POWER OF APPOINTMENT. It shall be the duty of the
City Manager to, and he shall appoint, remove, promote and demote
any and all officers and employees of the City, except the City
Clerk, City Attorney, City Treasurer, and City Councilmen's
Secretary, subject to the rules and regulations of any applicable
Civil Service or other personnel system in effect."
SECTION 3. Section 2410 of the West Covina Municipal Code
is hereby amended by the addition thereto of a new paragraph (s) reading
as follows:
"(s) City Councilmen's Secretary."
SECTION 4. The City Clerk shall certify to the passage of
this ordinance and shall publish the same as required by law.
