Ordinance - 829ORDINANCE NO. 829 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA AMENDING THE PROVISIONS OF THE ZONING CHAPTER OF THE WEST COVINA MUNICIPAL CODE RELATING TO THE R-2 ZONE. The City Council of the City of West Covina does ordain as follows: SECTION 1. The City Council does hereby find, determine and declare that the following amendments were duly initiated, that notice of hearing thereon was duly given and published, that public hearings thereon were duly held by the Planning Commission and City Council, and that the public convenience and necessity and the general welfare require that the following changes and amendments be made. SECTION 2. Sections 9205 to 9205.6, inclusive, of the West Covina Municipal Code are hereby repealed. SECTION 3. The West Covina Municipal Code is hereby amended by the addition thereto of seventeen new sections numbered 9205 to 9205.16, inclusive, reading respectively as follows: "9205. RESTRICTED MULTIPLE FAMILY ZONE R-2. PERMITTED USES. In the R-2 Zone no building shall be erected, reconstructed or structurally altered, nor shall any building or land be used for any purpose except as hereinafter specifically provided and allowed by this Part. In the R-2 Zone the following uses are permitted: (a) Multiple family dwellings that are of such character as may be placed in areas near to varying low density residential • uses with evidence that the public welfare would be promoted thereby: (b) The following signs: 1. Name plates not.exceeding two square feet in area containing the name of occupant of the premises. 2. One sign, attached to the main building, not to exceed twenty square feet of surface area and advertising only the name of the building and/or development. 3. One sign, attached to the main building, not to exceed twelve square feet -of surface area pertaining only to the sale, lease or hire of only the,parti- cular building, property or premises upon,which displayed. 9205.1. SAME. HEIGHT. No building or structure in the R-2 Zone shall exceed twenty- five feet in height and shall be limited to two stories. 9205.2. SAME. FRONT YARD. . Every lot or parcel in Zone R-2 shall have a front yard not less than twenty-five feet. 9205.3. SAME. SIDE YARD. In Zone R-2 every lot or parcel shall have side yards as follows: -1- (a) Interior lots or parcels and interior lot lines of corner lots or parcels shall have a side yard on each side of a building of not less than twenty feet. (b) All lots which have a lot line adjacent to a public street shall have a side yard along the street of not less than twenty-five feet. 9205.4. SAME. REAR YARD. In Zone R-2 every lot or parcel shall have a minimum rear yard of not less than twenty-five feet. 9205.5 . SAME. AREA. The minimum required area of a lot or parcel in Zone R-2 shall be not less than the minimum lot size for the area district in which it is located.. 9205.6. SAME. GROUND COVERAGE. Maximum ground coverage of structures in Zone R-2 shall not exceed an aggregate of thirty percent of the total lot or parcel area. Aggregate area shall be considered to be the total amount of land covered by enclosed structures including car ports and garages but excluding such decks, patios and terraces as may be completely private to and an integral part of individual apartments. 9205.7. SAME. DISTANCE BETWEEN BUILDINGS. In Zone R-2 the minimum distances between buildings shall be as follows: WHERE WINDOWS FACE WINDOWS 50 FEET WHERE WINDOWS FACE WALLS 35 FEET WHERE WALLS FACE WALLS 20 FEET 9205.8. SAME. DENSITY. In Zone R-2 the maximum density per net acre shall not exceed ten dwelling units. 9205.9. SAME. SIZE OF UNITS. In Zone R-2 the minimum size of each individual residential dwelling unit shall not be less than twelve hundred square feet. 9205.10. SAME. OFF-STREET PARKING. The provisions of Part 19 of this Chapter, providing for and regulating off-street parking, shall apply to Zone R-2. 9205.11. SAME. ACCESSORY STORAGE. All storage area shall be within permanent buildings and completely screened from public view. 9205.12. SAME. TRASH AND REFUSE RECEPTACLES. 10 All trash, refuse and other such service containers shall be within a permanent building and completely screened from public view. 9205.13. SAME. CLOTHES DRYING AREAS. All clothes drying areas shall be enclosed on all sides by a fence, solid wall or hedge not less. than six feet high all of which shall completely screen the area from public view. -2- 19 9205.14. SAME. REQUIRED LANDSCAPING AND RECREATION AREA. In Zone R-2 detailed plans shall be prepared and made a part of an approved precise plan showing the landscaping of the site and the improvement of all recreation areas. All recreation facil- ities shall be installed and located in such a manner so as not to be a nuisance to adjacent property. 9205.15. SAME. OUTSIDE STAIRWAYS. In Zone R-2 outside stairways shall not be permitted within required yard areas or within the area between the front of the building and the front property line. Except where inner hallways are provided, no stairway shall serve more than four units or any one floor. 9205.16. SAME. INTERNAL DRIVEWAYS. In Zone R-2 all vehicular driveways shall have a minimum width of twenty-five feet and a minimum turning radius of thirty feet. There shall be an adequate clear area for maneuvering vehicles into and out of all parking areas. All internal drive- ways and parking areas shall be surfaced in the manner specified in Part 19 of this Chapter." SECTION 4. The City Clerk shall certify to the passage of this ordinance and shall publish the same as required by law. Passed and approved this 9th day of December ; 1963.
